This appears to be an appeal to emotion. There's no reason why doing so should be considered problematic given the circumstances - a convicted spy accused of espionage and supporting terrorists.

No, its not an attempt to appeal to emotion but basic civility to unaccompanied ladies - a courtesy extended the world over across all ethnicity . Something Pakistan failed in.

Pak has the man who it accuses, it allows his kin to meet him, arranges a meeting across glass barriers - soundproof hence the intercom, the glass possibly was bullet proof ( would be surprised if not), covered from all angles with cameras in a controlled environment , the entry / exit, arrival& departure of the two ladies was in Pak hands. What was the fear ?

Why disrespect a lady ? To us its as blasphemous as asking a Muslim lady to remove her Hijab / Burkha .. or worse.

What I am getting at is that ladies deserve respect always & everytime.
