Definition of tax is , revenue collected by government. The governing body may be federal, Provincial or municipal. or it may be an "Authority" which manages a specific facility such as airport ( or defence housing in karachi ).

"Pakistan Railways" is not a department. its a State enterprise ( Just like "Pakistan Steel Mills or PIA ). Only in Pakistan a minister runs a state enterprise. Most countries don't even have state enterprises. They know it only leads to corruption or accusations of corruption.
