The funds being talked about are in the period when Shahbaz was CM. The funds were not only for earthquake but other disasters also e.g. 2010 Floods, the funds were handled by ERRA. The earthquake rehabilitation didn't end in 2005. It continued for many years after and the funds came from donors which were embezzled when Shahbaz was CM.
