Share ideas for change in the governance with Ms. Tania aidrus

Before any change in governance, we must work on the mentality of people. British people, should I say, even rulers before them, did great work on the mentality of people of subcontinent. That's the reason they ruled these animals as they wanted. Now, before correcting any other thing, first this dust on the people's mind must be removed.
And current government, though have many good people, but majority is same old haramis, who even can't bring up their children well, what they can do for bringing up a whole nation.


Well the whole system needs change which will take decades but we need some short term solutions to revamp the system as much as possible. Otherwise we would be only playing catch up with rest of the world.


I have serious reservations about her appointment. Reasons being

Tania doesn't have technical qualification to make her suitable candidate for the role. She is just an MBA.
Her role at Google was just marketing side of things. Which means that she will have to rely on input form technical people to run this project. Those technical people will not be Google Engineers this time and how she manages Govt Bureaucracy will be a challenge. I don't expect people with old habits will like her bossing them around.
I don't know the details of this initiative but it should be run with involvement of private sector. The focus should be to empower local companies to drive the initiative which I feel will be the case.
I wish her well but feel that we are having another Asad Umar who is good at talking but failed to deliver. Having said that I will be extremely happy if I'm proved wrong.

FYI this is from someone who previously worked at Google, involved in delivering 5G solution for Tokyo Olympics and currently involved in rolling out 5G Services in Australia. Irony is someone lectured me to speak to Ericsson regarding 5G in one of the previous threads which made my day :-).


Some steps are related to change in how the govt departments are run and as such need the involvement of pertinent govt departments instead of private sector.

Other things may be delegated to private sector as needed.

I worked in private sector for 7 years then i was roped into a semi-govt financial institution 2 years ago. I joined because I wanted to improve the org based on my pvt sector experience (apart from pay raise + several other commitments by the then boss).

Now I am stuck in an org that does not want to change itself and is 10-15 years behind its pears.The commitments made were not honored by the institutions even though my boss tried. He also parachuted out into another govt. bank as a president. Now disheartened I am also looking to switch back to private sector.

Point being that I am as skeptic as any other person about whether this new program would work based on my interaction with govt departments and my current work exposure.

However, it still does not hurt to try. We waste plenty of hours on the internet. A few more in order to identify problems and proposing solutions is not such a bad venture.

office automation in all govt departments(especially the accounts sections), end all unnecessary paperwork and red tape. you have to get the approval of DGs to buy a pencil. also, rules for civil servants are outdated, most of them are from the 60s, they need to be updated.

How can one expect any better when People like Fawad Chaudhry are at the helm of Ministry of Science & Technology, who's only achievement so far has been a Moon calendar whereas our neighbour, although failed, atleast attempted to land a rover on the moon. Sadly the priorities of IK Govt are wrong.

i can talk long and all day on this subject, and i have read everything in tanias presentation .

to be honest, i simply dont have enough time on my hands nowadays to do a meaningful post ( one liners not my habit ) .

to cut it short .

three areas were totally missing in tanias vision

1. AI ( machine learning algos )

2. digital currencies . a look into blockchain and its governance model . im in talks with state bank of pakistan

3. start assembling transistors and chip boards atleast and asap . thats how china started in 1980s and shenzhen was born .

i will do a proper email draft and share with members so i can forward to MoIT.


lets face it, we have a lot of catching up and hard work to do . the world out there is very competitive . s korea and china werent built in a day

Sorry have to disagree, your understanding is flawed.
Scientists are required to develop new technology. Engineers are required to utilise existing technology and provide solutions. It's the job of technicians to trouble shoot and repair circuit boards.
AND we have very capable people in all three categories.

The flaw lies, how and where we utilise them.

If we have to document the economy and figure the flow of funds then we would have to go digital for any denomination over PKR 100.

If we document the PKR money flow by block chaining it we can trace take care a significant portion of many associated problems like corruption, money laundry, terrorist financing, tax revenue leakage e.t.c

It will have a significant upfront investment in form of tech for covering each area with token conversion centers and for covering the whole of pakistan with necessary wireless bandwidth which can be reduced somewhat by using the towershare business model.

However, it will result in substantial pay out when the economy is better documented.


With mentality, everything will be changed.

We should then do nothing and wait 10-20 years when the next generation becomes part of adult population because the older generation is still in that inertia and does not want to improve itself.

Their priorities may be wrong but it is up to us to try to get out of this inertia and try to help as much as possible.

Unless we have Centralised Rules Engine and the Governance Management System spread on BlockChain and deep encryption... on NationalCloud... we shall remain slaves to Babucracy...

We need National Performance and Governance Management System with fully automated FBR...

60% Buabucracy is reduntant...and then there is Massive Pension Crisis that no one talks about.

We must Cut the roots..not just branches.

My understanding is very reasonable. Please share of any "technicians" that can succesfully toubleshoot and repair circuit boards in Karachi as I reside in the country being mentioned. I am in desperate need of skilled "technicians" today. Once it is proved that I have been mistaken in my assessment of "technicians" I will gladly explain further about what kind of scientists and engineers we currently have.

This is NOT the work of engineers to trace and find problems or do troubleshooting of electronic/electrical equipment. It is the job of well trained and qualified electrician/electronic expert to do the job. Here in Germany the "engineers" are considered "Akademiker" (academic people/ university graduates) who are supposed to only "develop" a new technology or "optimize" the existing technology. They are NOT supposed to be troubleshooters of the equipment, this is "solely" the job of qualified diploma holder so-called elektriker/elekroniker technicians. In fact "engineers" are NOT allowed to even touch a "high voltage" equipment in factories for repair purposes because it is by LAW the jurisdiction of only a qualified elektriker/elektroniker technician.

my friend, we are being left behind , just because some thing is ' banned ' and labelled ' haraam' by pakistani state bank doesnt mean the world isnt working on it

Okay. I guess its your word against mine at this point. If you can pinpoint some businesses that are currently doing "technician" work you can always have me check them out. In Karachi. Which is in Pakistan. Where I live and work.

I attended a two day conference earlier this week in on digital transformation.

What I can tell is that we are very far behind, yet it is not impossible to transform in the next five years.

But, as I have said so many times in the past, education is the first step. We can't transform having 50% basic literacy rate in our country.

1 - Add IT as a compulsory subject from grade six just like Mathematics and Science.
2 - Make sure that we have 100% enrollment in primary and secondary schools and police should pick the parents whose children don't attend schools.
3 - Form Diploma, Advanced Diploma and Professional Qualification on the same lines as British Computer Society, and give licences to private colleges and institutions to run the Pakistan Computer Society programs and the examinations/ assessment must be standardized (just like how our intermediate board conducts the assessments). AI, Data Science, Advanced Algorithms, Robotics to be included as subjects in these professional certifications.
4 - Provide these qualifications academic equivalence through HEC so that the qualifications are academically recognized beyond borders.
5 - Form student work groups to work on certain projects using shared computing to achieve common goals. This could be development of PC/ Mobile Operating Systems, Applications or conducting Predictive Analysis using available data.
6 - We know that data is not readily available in many organizations in Pakistan.. Work on automating this.. As of now, only banking and insurance sector maintains the data that is required for advanced analytics. We need to pay special attention to Education, Healthcare and other sectors.. Without data, not much can be done.
7 - Interlink the databases of different departments/ institutions. A school or a hospital, or FBR shouldn't be asking for anything other than our CNIC.

There are many more steps that need to be taken now before we move on to the next step.. i.e. Artificial Intelligence..
