A recent study in the journal Natural Hazards says that Shanghai is the most vulnerable city to serious flooding and flood risks when it is compared with eight other coastal metropolises, which are situated upon rover deltas all over the world, including Osaka (Japan), Casablanca (Morocco), Manila and Dhaka (Bangladesh).
The study was done by a team of scientists from the Netherlands and the UK supported by UNESCO and the Dutch government. The scientists team developed CCFVI (Coastal City Flood Vulnerability Index) based on exposure, susceptibility and resilience to coastal flooding.
CCFVI looks beyond the likelihood of a citys physical exposure to flooding to include social, economic, political and administrative factors.
These included the percentage of a citys population living close to the coastline; the amount of time needed for a city to recover from flooding; the amount of uncontrolled development along the coastline, as well as the volume of measures to physically prevent floodwater entering a city.
The survey found that Shanghai, a Chinese city is facing high levels of river discharge and serious land subsidence and is at great risk of suffering from natural disasters like typhoons, rainstorms and floods.
Shanghai has a population of 23 million and is even more populous than Beijing (20 million). It is a major financial centre and has one of the busiest sea ports in Asia. The city has also been undergoing a series of fast-pace and large-scale construction projects.
It has only very few shelters for its dense population. It has too little training and public education on flood prevention, and a relatively ineffective institutional system for crisis management.
Many scientists from all over the world have already warned against Chinas rapid urban developments, saying that the new residential towers and skyscrapers may be dangerously susceptible to natural disasters.
