I don't think so since it's performance quite close to JF-17 hence China will not induct JF-17 because of same reason so the PAF.

Amongst all other platforms, the JH-7 is probably the only dedicated bomber/strike aircraft, some compare it to the American F-111 Bomber....it's also an ideal 'wild weasel' platform, i understand in current exercise it was deployed for maritime strike missions with PAF personal in the back seat.
