In the beginning isis was a small radical element in the larger Syrian civil war, but gradually they became big by their brutal tactics, ruthlessness and terror.
Many rebels defected to isis, also 25k foreign fighters joined Isis, from France to Indonesia to Australia even from India too many people joined Isis. This is how their numbers swell to so many. The call of the perfect Islamic caliphate as portrayed by Isis was hard to resist for many.

As for sharpening their skills all I have to say is that many Isis soldiers were pathetic and were picked off easily by trained forces. Even the Kurds gained vast territory defeating Isis.

As for your comment, you do realise that these products were sent to Turkey and Lebanon under valid licences. This doesn't prove anything, yes? So IMO "towing a line" comment wasn't required really.
