Senator Anwaar-ul-Haq Kakar — a lawmaker belonging to Balochistan Awami Party (BAP) — has been selected as caretaker prime minister, a statement from the Prime Minister's Office said Saturday.

The decision comes after the second round of consultations between Prime Minister Shehbaz Sharif and Leader of the Opposition in the outgoing National Assembly Raja Riaz, and a summary to this effect has been approved by President Arif Alvi under Article 224 1A.



Speaking to the media after the meeting, Riaz said: "We decided that the interim prime minister would be from a smaller province".

He said the main purpose was that the caretaker prime minister should be from a small province and a non-controversial personality. He said the aim was also to remove the sense of deprivation of small provinces.

He said that Kakar's name was suggested by him which was approved.

Responding to question, Raja Riaz said that the caretaker Prime Minister is expected to take oath of office on Sunday.

When asked about the caretaker cabinet, he said no discussion was held on it as the prerogative rests with the caretaker prime minister.

The development came after President Dr Arif Alvi wrote a letter to PM Shehbaz, reminding him and the opposition leader to suggest a “suitable person” for the interim premier by August 12 (Saturday).

Who is Anwaar-ul-Haq Kakar?​

Senator Anwar ul Haq Kakar, who has been named the new caretaker prime minister of Pakistan, is a political figure from Balochistan.

Kakar was elected to the Senate in 2018 and has been a very active politician. He has also served as the spokesperson of the provincial government prior to his election to the upper house.

“Though he has been involved in politics, Kakar is widely regarded as a great intellectual in the country,” senior anchorperson Hamid Mir told Geo News.

Mir said that the BAP lawmaker belonged to the Kakar tribe of Pashtun ethnicity, so he represents both Pashtuns and Balochs.

“The senator also enjoys good ties with the mainstream political parties including PML-N and PPP.”

In 2008, Kakar contested the National Assembly election from Quetta on the ticket of Pakistan Muslim League-Quaid.

He holds a Master's degree in Political Science, Sociology and is an alumnus of the University of Balochistan.

What does Anwaar-ul-Haq Kakar’s selection mean?​

Meanwhile, in his assessment of the development, anchorperson Shahzeb Khanzada said that both the PML-N and PPP had been saying that a politician could be selected for the coveted post.

Khanzada said that it was apparent from day one that if that politician was a nominee of the politicians then the name would come from the prime minister and if the person is a nominee of the state, the name would come from the leader of the opposition and the same has happened.

“The mutual concern of the politics and state was that there should be the continuity of economic policies, i.e., the investments for which PM Shehbaz Sharif is taking credit”.

Another concern, the analyst mentioned, expressed by the politicians was that what is the guarantee that the caretaker setup will not prolong to an infinite time because of the new census.

“Kakar’s appointment as caretaker PM indicates that the government and Pakistan Democratic Movement (PDM) have the confidence that the elections will not be delayed for a long time and the political and economic matters will have continuity.”

Since the PDM is interested in ensuring the direction of the country’s politics, this appointment hints at continuity as well, the anchorperson noted.

When asked about criticism due to his political affiliation as BAP was the coalition partner in the Shehbaz Sharif government, Shahzeb Khanzada said Kakar and his party had good ties with the Pakistan Tehreek-e-Insaf (PTI) during its government and he was among the people whom former prime minister Imran Khan consulted on the matters of Balochistan.

“Kakar’s conduct in the coming days would tell how much neutral he is and how much he focuses on his prime task which is to hold elections and continuity of economic policies and shouldn’t give a chance for criticism.”

Pakistan has appointed Anwar ul-Haq Kakar, a little-known politician from its volatile western Balochistan province, to serve as caretaker prime minister until elections are held in the coming months.

Kakar was announced after three days of consultations between former prime minister Shehbaz Sharif, who stepped down on Wednesday, and Raja Riaz, who represents a minority of opposition lawmakers in Pakistan’s parliament.
The caretaker prime minister would normally hold office until elections are held, 90 days after a parliament’s tenure ends.

The Sharif-led parliament dissolved on Wednesday, but in the final days of his tenure Sharif approved a fresh population census that requires constituency boundaries to be redrawn. Officials have said the exercise could last until spring next year or longer, and will probably delay the elections.

Some key figures in the opposition Pakistan Tehreek-e-Insaf party, which is led by former prime minister Imran Khan, welcomed Kakar’s appointment. Khan, who commands a large popular following, was last week sentenced to three years in prison on corruption charges.
Kakar belongs to the regional Balochistan Awami Party (BAP). Analysts say that BAP is backed by Pakistan’s powerful army, which has ruled the country for almost half of its 76 years of existence as an independent nation.

“The fact that Kakar does not belong to any of our main ruling parties suggests he was not the first choice of our main political parties,” said Huma Baqai, a Karachi-based commentator on politics and national affairs.

“It is likely that [Kakar] was 200 per cent the choice of the establishment,” she added. “The establishment” is a popular euphemism for Pakistan’s army.
Among his immediate challenges, Kakar must implement the difficult conditions tied to a $3bn IMF loan which Pakistan secured in June to stave off a foreign debt crisis. The loan ends in April next year and Pakistan will then need to find longer term finance to avert a default on its foreign payments.

Pakistan is mired in economic crisis, with inflation running at 35 per cent a year.
Kakar’s home state of Balochistan is Pakistan’s least developed region and is beset by violence which spills over from neighbouring Afghanistan.
But it is home to the Chinese-funded deep water port of Gwadar, the centrepiece of a China-Pakistan economic corridor. Beijing plans to link western China to the Arabian Sea via Gwadar, with road and train links running alongside oil and gas pipelines.

it was envisaged that the set-up being put together would remain in place for at least 18 months as a “lot of difficult, unpopular decisions have to be taken that an elected government would never take”.


One would imagine these difficult decisions would involve privatisation of most state-owned enterprises, many of which, such as Pakistan Steel and PIA, despite incurring huge losses, employ a large number of people and anyone bidding for them would want a free hand for thousands of redundancies before investing even a penny.


Alongside this, it is equally clear that many, many unsavoury measures will be taken in an attempt to engineer a political entity with a huge support base across the country and among the diaspora abroad. Some of these measures are so Machiavellian that no political government would feel comfortable endorsing or even acquiescing in it.

And, not to beat a dead horse, only if Imran had accepted the NCM verdict in April 2022. He, or some real opposition leader, would be the one negotiating with PM Shahbaz for the coveted position of the interim PM instead of this puppet Raja Riaz. How many advantages Imran squandered starting April 2022 and how many wrong confrontations he picked should astound even a casual student of politics.

But it's all water under the bridge. Time to look forward.

Looks like the new PM Kakar is being accepted by all sides. Perhaps people and politicians from all sides are too tired and want to give something new a try. I hear even PTI officials are pinning hopes on new PM to provide some relief to Imran and PTI.

But I think Kakar is Establishment's man; a decision not entirely liked by PPP or the Noonies but they had no choice. And I believe PM Kakar's job will be to finally take tough decisions like the PIA privatizations and ensure other major upcoming projects don't get derailed--in fact get fast tracked.

As I said, in another post somewhere here, the Hybrid governance , is going to be much more tightly controlled because Pakistan simply can't afford the same old--an abyss is not far from Pakistan.
