Sir
The problem here is not secular or non-secular or communal- The problem here is houses made of husk- there are thousands of villages in Bihar which has all If not most houses made of Husk, or at least their roofs are made of husk- During the day the temperature is extremely high and due to massive rivers and open spaces the wind picks up and hot and dry winds flow during the day- hence any spark may cause fire hence the ban- the villagers respect these ban- and they have been practicing this method themselves for years to save their villages from getting totally obliterated in one go during this season- And they absolutely don't have any problem with this- Just in 3 days 2500 homes were burnt so the Govt- issued advisory-
As you can see- this a husk house- now you can imagine the situation in this Hot and dry season- with this type of cooking and choolah(stove for cooking)- Even beedi is banned-
[above picture entirely for depicting wooden choolah]
Now the real issue which should be raised before Bihar Government is not What you did- But Why these houses are still of husk and nothing has been done for these people who still cook this way even after so many years and almost 25 years of Socialists rule of Lalu and Nitish-
Why people still live in these houses and cook this way-
1- Seasonal floods means no-permanent houses so husk houses are cheap and can be shifted easily-
2- Poor people cannot afford pucca or even mud houses-
3- Rampant corruption in Indira House Scheme and PM Housing Scheme- The Mukhia(Sarpanch) eats money and demands ghoose(bribes)-
4- Lengthy procedures and rampant discrimination based on caste and other factors during sanctioning of money for housing scheme-
5- Wood is easily available and people don't have access to PDS Kerosene and Kerosene stoves-
6- LPG cylinders is a luxury many cannot afford-
What needs to be done-
1- Floods solution- these people demand proper embankment so that rivers don't swallow their houses every year for 3 months-
2- Proper implementation of Indira Housing and PM Housing schemes- without bribes or discrimination-
3- LPG cylinders and stoves for free they can pay for gas at subsidized rates-
4- Electricity so that they don't have to use oil lamps which also cause fires and are dangerous-
