Controlled by Vietnamese feudal state????? funny, you viets controlled the island by what? fishing boat? if so, Chinese fishing boat also visited these islands frequently.

PS: Vietnamese feudal state is vassal state of China in Qing dynasty, can we say we controlled VN for centuries?

Vietnam had naval forces quite early on. Evidence that some of the greatest victories of the Vietnamese are the victories over Chinese navy, Yuan (Mongolia) navy and Siem (Thailand) navy. Please read the following excerpt from Wikipedia.

Perhaps Vietnamese feudal state accepted as a vassal state of China so Vietnamese were able to be safe to controll the two islands many centuries without the harassment of the chinese.

In Lý-Trần Dynasty era, the problems of construction the naval base, set up the naval forces were in place. Specially, the Van Don port has an important role to protect the northeast sea of Vietnam. In 1077, the Vietnamese Navy fought the Battle of Cầu River against the Chinese Song Dynasty forces. This was the final battle China's Song Dynasty would fight on Vietnamese land or waters. The battle lasted for several months, and ended with the victory of the Vietnamese Navy and the loss of many Song's (Chinese) sailors. This victory demonstrated the successful tactics of war and active defense of the famous Admiral Lý Thường Kiệt who faced a naval force several times larger than his own.[2] The Song Dynasty lost a total of 80,000 soldiers/sailors and 5,19 million ounces of gold, including all costs of the war.[3]
The largest battles (officially recorded in history) were three naval battles (all three are called Battle of Bạch Đằng): Ngô Quyền against the Chinese Southern Han forces in 938 (killed over 100,000 and captured a thousands Chinese sailors, killed Chinese Prince Liu Hongcao);[4] Lê Hoàn against Song Dynasty in 981; and Trần Quốc Tuấn against Yuan Dynasty (Mongol) in 1288 (killed over 80,000 Yuan Mongol sailors, destroyed more than 400 Yuan ships, killed Sogetu, and captured Yuan Admiral Omar).[5]
One of the greatest victories in Vietnamese Naval history was the Battle of Rạch Gầm-Xoài Mút in Tay Son dynasty, during which Nguyễn Huệ (Emperor Quang Trung) defeated the Siamese (Thai) naval force. The battle occurred in present-day Tiền Giang Province on January 19, 1785. Nguyễn Huệ's forces completely destroyed over 50,000 Siamese sailors and 300 warships.[6]

Control islands does not mean you have to live on them. Vietnamese Feudal State has established the actions to sovereignty over the islands as built the flag poles and milestones of sovereignty, establishing the teams of boats to exploit products of two archipelagos Hoang Sa and Truong Sa with the king's rituals (called Hoang Sa fleet)...
And later, in 1933 the French on behalf of its colonial Vietnam built the hydro-meteorological stations on Phu Lam (Woody) Island of the Paracels and Ba Binh (Taiping) island of the Spratly Islands....

Clinton Presses Vietnam on Rights Record

U.S. Secretary of State Hillary Clinton called for closer ties between Washington and its former wartime foe Vietnam, even as she said the government in Hanoi isn't doing enough to respect human rights.

Speaking in the Vietnamese capital on Tuesday in the midst of a cross-Asia tour, Mrs. Clinton touted the widening commercial links between the two nations, with trade reaching $22 billion in 2011, from $1 billion in 2001. The two countries have also moved closer in recent years as Vietnam seeks more support in its long-running disputes with China. Beijing's extensive territorial claims in the resource-rich South China Sea overlap with those of Vietnam and other Southeast Asian nations, leading to growing fears of a regional conflict.

Mrs. Clinton said she hoped Asian leaders would work together to come up with a solution to the territorial disputes. She encouraged the development of a fresh code of conduct for activities in the sea at an Association of Southeast Asian Nations summit this week in Cambodia, to ensure future disagreements are resolved amicably.

"The U.S. greatly appreciates Vietnam's contribution to a collaborative, diplomatic resolution of disputes and the reduction of tensions in the South China Sea," Mrs. Clinton said at a briefing after meetings with Vietnamese Foreign Minister Pham Binh Minh.

Hillary Clinton became the first US secretary of state to visit Laos in 57 years, in a historic trip discussing economic ties and unexploded bombs.

US Secretary of State Hillary Clinton on historic Laos visit

Arriving in the capital Vientiane from Vietnam, she met Prime Minister Thongsing Thammavong and Foreign Minister Thongloun Sisoulith.

The US is spending $9m on cleanup efforts for unexploded ordnance from the Vietnam war in Laos this year.

Mrs Clinton will then head to Cambodia for an Asean meeting.
