Prototype 03 has already been transferred to Pakistan and painted in operational colours. It so means that it did not go through kind of flight tests so we cannot call it that kind of prototype. Moreover 4th aircraft is nearly completed in Pakistan so the model is mature and in production.

You maybe be on the right track---you may not be---.

I believe that there are so many changes coming for BK 3 that 2 aircraft might not have been enough to carry out the testing.

Remember---only when a product performs beyond expectations---more of them are built.
