Why indeed (wink wink!!).

RAW ARC planes have a similar livery to the IAF without full markings such as the IAF name emblazended on it (which all offical IAF planes DO have). If it was an IAF SIGNIT/ELNIT/ASTOR platform it would be painted low-vis grey that all tactical IAF platforms are.

Another ARC platform, sensor "humps" can be seen:

Same livery. Minus official markings.

In all official and international records you WILL find all ARC a/c registered under the IAF just like all the ARC are painted in IAF livery and the planes are bought through the IAF but that doesn't mean it is the IAF who operates them in reality. It will be near impossible to find a source that explicitly mentions the ARC's purchase or usage of ANY a/c- officially and on paper all ARC planes are bought, operated and flown by the IAF but that isn't nessercarily the case in real life.

Sometimes you. Got to read between the lines!

It is possible the planes haven't actually been handed over to the IAF/ARC as of yet so it is Bombardier ferrying the a/c to Iarael for out-fitting with intel tech and only then will the plane be delivered to the IAF/ARC. It makes sense- it would be futile for Bombardiar to delvier the plane to the operator (India) for them then to have to fly it to Israel then back to India.

It just seems to be part of the Contract terms with Bombardier. Bombardier seems to be responsible and liable for the aircraft till delivery to the next contracted Party i.e. Israel's IAI. Its likely that the delivery to the Customer; i.e India will take place in Israel after the outfitting and trials are completed. Very likely that even the ferry pilots for this leg were provided by Bombardier.
