BEIJING (AP) — China's first deep water oil drill is ready to start production in the South China Sea amid an ongoing standoff with the Philippines in another section of the contested waters.

The official Xinhua News Agency says China National Offshore Oil Corp's rig will start operations Wednesday in an area 320 kilometers (200 miles) southeast of Hong Kong. It will drill at a depth of 1,500 meters (almost 5,000 feet), Xinhua said in a report Tuesday.

The area where the platform will be stationed does not appear to be under dispute, but southeast of it, ships from China and the Philippines continue a standoff over Scarborough Shoal.

That dispute has been going on since April 10 when the Philippine navy accused Chinese boats of fishing illegally. Both countries claim the shoal.

China's Foreign Ministry on Tuesday said it had summoned a top Philippine diplomat in Beijing to complain over the standoff for the third time in recent weeks.

Vice Foreign Minister Fu Ying told Charge D'affaires Alex Chua the Philippines was escalating tensions and making it more difficult to reach a negotiated settlement to the standoff, the ministry quoted her as saying in a statement read on state television's national noon broadcast.

"It is hoped that the Philippine side will not misjudge the situation, and not escalate tensions without considering consequences," Fu said.

China submitted a map to the U.N. in 2009 claiming virtually the entire South China Sea, but has not clarified the exact extent of its claims to the 200 islands, coral outcrops and banks spread over the potentially resource rich waters. Other claimants are Taiwan, Malaysia, Brunei and Vietnam.

Chinese Patrol Ships Barred Filipino Fishermen from Entering Panatag Shoal Lagoon

MANILA, Philippines - Chinese maritime vessels are now preventing Filipino fishermen from entering the lagoon of Panatag Shoal, which the Philippines claims as part of its territory.

“Our fishermen who returned to the area were barred from entering the lagoon to fish by Chinese maritime vessels," Masinloc town Mayor Desitree Edora said, adding that the Chinese maritime vessels are using floodlights to drive away Filipino fishermen.

Edora’s secretary, RJ Bautista, speaking on behalf of the mayor, complained that while Filipinos are being barred from fishing in the lagoon, the Chinese maritime vessels are allowing Chinese fishermen to sail and fish inside the lagoon.

Fearing for their safety, the Filipinos are now fishing outside the lagoon.

“Nasa labas na lamang sila nangingisda dahil pinagbawalan na silang pumasok ng mga Chinese sa loob ng lagoon,” Bautista said.

The last presence of the Filipino fishermen inside the rich fishing ground after decades of fishing in the area was last April 15, as the standoff that started last April 10, continue to heat up.

Bautista said local fishermen returned to the area to fish last Sunday after getting clearance from the Philippine Coast Guard (PCG), who assured them of protection.

MANILA, Philippines - The Philippine government will receive before the end the month a second Hamilton Class cutter it has acquired from the United States (US), the Philippine Navy said Tuesday.
Vice Admiral Alexander Pama, Navy chief, said that USS Dallas, a decommissioned US Coast Guard cutter, would be turned over to the Philippine government either on May 22 or May 23.
Pama said that the cutter would first undergo major repairs in the US before delivered to the Philippines in November for a scheduled commissioning by the end of this year. Among the major repairs needed is the replacement of the vessel’s fourth main engine.
“Papalitan pa ang fourth main engine ng bago,” Pama said, adding that the cost of repairs and transfer of USS Dallas to the country is almost the same as that of the BRP Gregorio del Pilar.
He added: “We have to train our men there for them to be able to bring home our second Hamilton class cutter."
Last year, the Philippines acquired BRP Gregorio del Pilar, also a decommissioned US Coast Guard all-weather endurance cutter in line with its ongoing efforts to build a credible territorial defense.
Now a Navy’s flagship, BRP Gregorio del Pilar figured last month in a stand off with Chinese maritime vessels in Panatag Shoal, but was withdrawn from the area to deescalate the conflict.
