how the powerful flaunt the law and show how much they are above it.
this is a common occurrence in the third world where there is nepotism, corruption and miscarriage of justice.
Indian movies time and again portray a super villain who mocks the law and ordinary people and gets away with it (for best first part of the movie)

In Pakistan, its like a social status and an expression of breaking the law deliberately something as small as breaking the queue, breaking the traffic signal to something blatant as displaying and using firearms, beating up police and ordinary people and having the victims arrested. slapping the judges .. hunting rare animals to extinction, destorying forests, building and capturing areas that are restricted and all that.
