The Patenga Container Terminal will start its operation in January next following the appointment of an operator by the shipping ministry, which is reportedly carrying out consultation with a Saudi Arabian company in this regard.

The Red Sea Gateway Terminal (RSGT) is among five companies that participated in the bid to operate the new terminal of the Chittagong Port Authority (CPA) and it may be picked by the ministry, sources said.

The CPA appointed the International Finance Corporation (IFC) as Transaction Advisor (TA) for working out the terms and conditions for the appointment of an operator for the newly-constructed terminal.

"The PPP Authority is dealing with the matter of appointment. As we know, the ministry will take the final decision in this regard. After getting the report from the IFC, a final decision on the appointment of an operator will be taken," said Omar Faruk, secretary of the CPA.

Officials said a total of five terminal operators took part in the bid showing their interest in operating the terminal. They are A.P. Moller - Maersk (Maersk), Adani Port and Special Economic Zone Ltd., Red Sea Gateway Terminal (RSGT), Dubai Port World (DP World) and PSA International.

An official at the Public-Private Partnership (PPP) Authority who is involved with the process of appointing an operator, said among the five, the ministry is consulting with the RSGT and considering proposals of the Saudi company now.

Started in 2017, construction work of the PCT was completed in July this year. The terminal was also scheduled to flag off its maiden operation in July but the decision was delayed as no operator was picked by the authority by that time.

Talking with the FE, Jafar Alam, member of the CPA said, the PCT is now physically ready to go into operation but the appointment of an operation is needed before kicking off the operational activities. "I hope that formal operation will be started in the first month of next year," he added.

Contacted, CPA chairman Rear Admiral M Shahjahan also said that the terminal is ready for operation right now. He said it will handle bulk carriers on the first day of operation and geared container vessels thereafter on priority basis. Cost of constructing the PCT on a 32 acres of land was estimated to be Tk 18.68 billion which was provided by the CPA from its own fund.

Three container ships with each 190 metres long and having 9.5 metres draft can take berth simultaneously at the PCT terminal which is 600 metres in length. At the same time, a 290-metre long oil tanker can berth at the Dolphin Jetty of the PCT, CPA officials said.

Must get local companies embedded as subbies. It's a shame that we cannot operate our own port.

The Navy was operating CTG port so far and they haven't done too bad a job. CTG container handling exceeded yearly 3 Million TEU mark (with all jetty terminal operations combined) a few years ago under their mgmt., major milestone.

The whole of Indian East Coast Container handling does not add up to this level. Only JNPT in Mumbai and Adani Ports in Gujarat are newer ports and are larger than this. Navy has done a pretty good job, as expected.

But now time has come - to move the bar closer to the top.

Patenga Terminal is brand new (one of three/four Terminals at CTG port, two more in construction) and will be given to a foreign operator, they may bring in globally benchmarked container handling port operator and bring in new practices and equipment with operational efficiencies which are better than current practices at Chittagong, but I don't see this coming from some of the operators lining up to take the job. Just because they want something - doesn't mean they should get it. Adani and the Saudis don't impress me with how they operate their outfits.

Here are the contenders and my comments,
  1. A.P. Moller - Maersk (Maersk) - This is an efficient container operator, strong contender but expensive
  2. Adani Port and Special Economic Zone Ltd., - They operate one port in Gujarat, India - make your own conclusions re: efficiency.
  3. Red Sea Gateway Terminal (RSGT)- Operates only one port, Jeddah I believe. Ixnay on them.
  4. Dubai Ports World (DP World) - Boasts efficient operations and a somewhat strong contender, not better than Maersk/PSA but cheaper
  5. PSA International - Operates ports in S'pore and Antwerp (Netherlands), VERY strong contender, world's most efficient operations and better than AP Moller/Maersk. Also expensive.
So I'd rate the contenders in terms of preference (these are all good contenders at a very high level)-

1. Dubai Ports World (DP World)
2. PSA S'pore
3. A.P. Moller - Maersk

The Saudis will turn around and hire a bunch of British people to run the port, so might as well hand it to some company in Britain !

British are useless at operating transportation infrastructure.

Probably the worst in the world.

Stay clear.

Heathrow is pretty shit.
BA extremely shit.
British railways diarrhea level shit.

Saudis and UAE always hire British folks to run their major infrastructures. These includes hospitals, airlines, major construction projects, city planning and what not !

These guys are the best, and should be the only contenders. There should be an emphasis and these contenders hiring from local talent pool - training them and using them

But the actual work is done by Asians.

Brits are just figurehead bullshitters.

Arabs are too racist to hire Asians directly so use brits as middlemen.

There is this story where they refused to pay same salary to a British born brown skin Neuro surgeon. Their reason was simple he is not white.
They have a thing about white English folks !

I met this white guy through work, he was an absolute b.s talker didn't really have any knowledge of big developments projects. Yet he gets the job and a pay pack in middle east.

Arabs and Chinese like having white people bowing to them.

Chinese actually have the worst fetish.

They will appoint white people in useless positions so they can be seen managing white people.
