To frame Saudia would be quite dishonest to be frank after 16 years

You can't keep milking the same cow over and over again (cow = reference to the incident, not Saudia). Eventually the cow will die (As sacred as it may be)

There is a difference because when you start the revenge campaign you say it is against the small group , then you expand it to 2-3 countries and then Saudia, what Next Putin printed the tickets

It is just a means to alter historic records to say Saudia was the main target (indirectly)

In reality the group that was involved was 100% independent and exiled from Saudia

So not sure what the law suit is claiming quite preposterous
