Spend it where? Even if they don't go to Turkey, which they will since Turkey is the only cheap and quality destination they can afford.
They will simply travel to another country and spend their money there.

Russian economy is already in recession, a country that is already in recession imposing sanctions on big markets is about the stupidest thing ypu will come across.

Even an 8 year old with little understanding of the world would see a problem with that.
