Maybe not right away, but in a couple of decades, how hard is it to buy off some middling nuclear scientists from Russia/DPRK/India/Pakistan and produce some low yield bombs. We're not talking miniaturised warheads mounted on ICBMs, but enough to produce a dirty bomb.

According to IAEA, Pakistan actually did give enrichment tech to Iran and Libya but never to Saudi Arabia. It means only one thing, the relationship is not that deep as talked about.

You can add North Korea too and its all admitted officially by govt. of Pakistan. BUT those transfers were not on official level. Iran & Korea deal was of BB, while unfortunate Libya deal goes to the credit of Dr. Qadeer.
Hence, none of the three deals reflect any relationship with state as all three transfers were in personal capacity and for personal interests.

Beside, Pakistan wants to come forward as a responsible state in nuclear affairs, so that in future, they can become part of NSG or at least get a waiver as India did. Such a shady deal with Saudi Arabia will kill Pakistan's strategic aspirations.

Did Iraq asked for help or do you expect foreign countries jump in a state which is mutually ruled by Iran and USA!
When ISIS traveled from Mosul to Saudi border (funny though, but it happened) they were given a jaw break reply and again they went to Mosul, where now Iran revolutionary guard is busy killing civilian Muslims.
