I don't think that this submarine base, this is just like storage point or camouflage military operational base in soviet era for different military/navel purposes and nothing more, but if you have any link or proof article then past it please.

the tunnels are too small for a sub to fit in it.

More over there are lot of such location shelters, underground launching pads, military storages, underground airbases which were used by USSR are now left by Russian defense ministry and some of them are open for general public & most of them are still close with removal of all installations left with no use, and this is one of them but it is surely not submarine base.

Looks like a "Cold War Era" abondoned facility. Already some of the steelwork is rusting nicely. i would'nt try to park a "Typhoon" or "Akula" there!
