15-20 per year as they are only producing for themselves so tht why its low

Why build a new plant from scratch if you can get job done in old one?

I fail to see anything primitive in production of hi-tech plane as Su-34. Primitive methods to build something hi-tech, first time hear such conclusion.

Probably because they built such planes for years. Course if they were building a new assembly plant for a new plane like the PAK-FA, I'm sure it be all new looking.

That is true , Su-34s are produced in NAPO (Novosibirsk) while rest SU-30s and Su-35s at KNAAPO and IAPO (Far east) , these two saw much more investment than NAPO due to a fact that NAPO was prepared to produce Su-34s from 90`s.
