Isis sells smuggled oil to Turkey and Iraqi Kurds, says US Treasury

The Islamic State of Iraq and the Levant, known as Isis, is earning as much as $1m a day through the sale of oil to some of its biggest enemies: middlemen from Turkey, Iraq’s Kurdish community and the regime of Bashar al-Assad, according to the US Treasury.

The remarks – made in a speech to the Carnegie Endowment for International Peace on Thursday by David Cohen, the undersecretary for terrorism and financial intelligence – are likely to raise eyebrows in a region where questions are already being asked over Ankara’s commitment to fighting Isis and Kurdish fighters are battling to avoid being over-run by the jihadis in the Syrian city of Kobani.
“We have made our position very clear on this issue. Both minister of foreign affairs Mevlüt Çavuşoğlu and minister of energy Taner Yıldız have repeatedly denied that oil has been sold by [Isis] to Turkey,” said Tanju Bilgiç, the ministry of foreign affairs spokesperson.

“We expect our allies to share with us intelligence rather than publicly accuse Turkey. Turkey fights the smuggling of oil with determination [and] confiscated 78m litres of smuggled oil last year.”

Iraqi Kurdish officials also issued strong denials. “We have never heard accusations of [the government] being involved. The KRG [Kurdistan Regional Government] doesn’t buy oil from anyone – we sell it. We produce about 150,000 bpd [barrels a day] and even more than that is refined,” said Eizzat Sabir, an MP in the KRG parliament.

He added that there were reports of soldiers helping middlemen sell petrol into Isis-controlled areas. “Right now there are two soldiers who have been arrested over this and are being investigated,” he said.

Mr Cohen’s speech amounts to one of the most detailed official and public assessments of Isis’s financial strength to date – and underscores the extent to which its brutal zealotry is underwritten by pragmatic methods to boost its power and resources.

Though western intelligence officials have long-described the group as the most financially powerful terrorist organisation they have ever confronted, exact details on the jihadi group’s financial clout, and the sources of its wealth, have so far been rarely provided in public.

The pattern and scope of Isis’s financial activities differ significantly from those typically undertaken by other Islamist groups such as al-Qaeda and its affiliates in Syria, who depend on donations to survive. Because Isis funds itself, it is far harder for western authorities to sever the flow of money to the group.

An oil smuggling network created to evade UN sanctions on Saddam’s Iraq is being exploited

Mr Cohen stressed that while the Kurdish regional and Turkish governments were committed to stopping Isis’s oil flow – the mainstay of its income – the group was still able to tap into a “longstanding and deeply rooted black market” to line its coffers that had not yet been adequately disrupted.

“[Isis] has amassed wealth at an unprecedented pace,” Mr Cohen said, outlining measures the US government would be taking in the future to punish anyone who is found to have bought Isis-extracted oil.

“The middlemen, traders, refiners, transport companies, and anyone else that handles ISIL’s oil should know that we are hard at work identifying them, and that we have tools at hand to stop them,” he added. “We will target for financial sanctions anyone who trades in [Isis’s] stolen oil.

“We not only can cut them off from the US financial system and freeze their assets, but we can also make it very difficult for them to find a bank anywhere that will touch their money or process their transactions.”

As well as oil sales, the US intelligence community believes Isis is earning “several millions” a month from extortion activities and, so far this year, has netted more than $20m through the ransom of foreign hostages – including several European journalists.

While disrupting the Isis oil-trading network is likely to significantly reduce the group’s wealth, Mr Cohen was clear that such measures alone could not completely incapacitate its fundraising capabilities.

“The campaign against Isis’s finances will require more than just financial tools,” he said. “Isis is enriching itself locally, cutting off one key source of funds will require dislodging it from territory in which it operates.”

Restaurant owners
Now jihadis are restaurant owners and are thus 'innocent' according to terrorist sympathisers.

Turkmens fight against Assad and killed a Russian pilot. They are terrorists. Russia is bombing them. That's all you need to know.

Authorities in China's restive Xinjiang region are offering cash to informants who report on neighbours with excessive facial hair, state media has reported.
Officials in Shaya county issued a notice offering rewards ranging from 50 to more than 50,000 yuan ($8 to $8,000) for a wide array of information including tips on those growing beards, the Global Times said on Thursday.

good, cut of all aid, oil, water and food supplies to jihadi controlled areas.

this can happen vice-versa as well.

don't the rats have control of the water that goes to Damascus and controls most of the oil/gas?
