I thought it was a given that if one nuclear power fires a ballistic missile whether conventional or nuclear towards another nuclear power, it'll receive a few nuclear missile back.

China has been claiming and venturing into Russian back yard - Arctic, Vladivostok and CARs etc.

Russia is unable to confront China physically on the ground hence she is issues some empty threats like these.

China will just ignore these hollow Russian threats and will continue to with her plans.

Russia is not a superpower like China.

You (Russia) don't sign a $400 billion Gas Pipeline deal with just anyone. Russia and China have far deeper an alliance than people would think. Both countries have regular joint-military drills. Both countries have a unified stance against the West. Both countries support each other on various international geopolitical issues.
