Russia’s Sukhoi Aviation Holding Company (JSC) and its Indian partners plan to embark on the joint construction of multipurpose transport airliner, United Aircraft Corporation's President Mikhail Pogosyan told RIA Novosti.

“In 2013 we finished the stage of preliminary design. Today we are at the stage of discussing further implementation program and shifting to engineering development,” Pogosyan said.

He added that the final schedule has yet to be defined “based on the talks that will be held between us and our colleagues.”

The proposal to assemble Sukhoi Superjet 100 (SSJ-100) and Irkut MS-21 passenger jets in India was first discussed at a meeting of the Russian-Indian Intergovernmental Commission on Trade, Economic, Scientific, Technical and Cultural Cooperation (IRIGC-TEC) in Moscow last year.

Analysts believe that the assembling the Russian passenger jets in India could cut production costs per plane by 40 percent.

The SSJ-100 is a medium-haul passenger aircraft capable of carrying 75-95 passengers, developed by the Sukhoi Corporation in cooperation with US and European aerospace companies. The MS-21 is a family of twin-engine jet airliners still under development by the Irkut and the Yakovlev design bureau, part of Russia's United Aircraft Corporation. It has a capacity of 150-212 passengers.

The cutting-edge technologies, being the core ingredient of the SSJ-100 Project, penetrate its every stage – from design and development to final assembly, delivering a modern, economically efficient and globally marketable aircraft.

The then Russian President Dmitry Medvedev first offered India joint production of five types of passenger aircraft including regional SSJ-100 airliners, in December 2011, saying the two countries could benefit in this from the accumulated experience in the development and production of combat jets.

India has a long history of building Soviet and later Russian aircraft under license at Hindustan Aeronautics Ltd (HAL), going back to the MiG-21 in the 1960’s, but has only assembled military types. HAL is currently license-building the Russian Su-30MKI strike aircraft in India.

Is it going to be civil variant of MTA?

MS-21 to compete against Boeing and Airbus | Russia & India Report

It should not be a screw driver partner like HAL,they should ask a Pvt co for Production & Development

.
Indian private companies need this type of big projects & investments to establish world class production infrastructure worth billions of dollars. In current scenario HAL is only company in India which has large scale production facilities to take care of IAF needs.

Is it going to be civil variant of MTA?

No, SSJ100 is completly developed by Sukhoi for commercial use. MTAs first flight is schedule to take place in 2019. Originally it was 2014. I personally have concerns over MTA success.

.
There is a mix up in the news I guess. He is talking about the design stage of MTA, but independently Russia is also proposing to jointly produce certain parts of their new civil airliners in India, to get a chance on our market. That however will not happen, once because we already have plans for own air liners in that class (although it's a stupid idea to get into the same class that Europeans, US, Brazilians, now Russians, Chinese and soon Japanese have already covered), but also because of the limited scope of exports. Most Indian aviation companies prefer Airbus or Boeing planes, with more reliable spare and after sale support.

But there is scope for the New Indian planes with other Russia like support, as the cost of the plane and maintenance and parts can be reduced.

The question is which airline will buy this plane? All odler airlines are on the verge of bankruptsy.

The cause is the high rise in fuel, though Indian Airlines can do so, and moreover New airlines will start in place of them, till high speed train will not be built in all over India, We need good affort in it and not need to jump directly on the big plane first go for 15 seater, than 100 than 200 to 300 and then more big. Russia would be better partner, and new fighter tech material tech might help, as the plane might be cheaper possibility of sale it is possible, new company would take place by invest in it, or new companies will open by public shares, debentures.

We need to understand that, the New Tech is not always be simple and experienced companies also get disturb by those, like Dreamliners plane, there is trouble, with light composite materials, and also with Lithium battery, F-35 is also one of the example, the Northrop Grumman had good in F-22 and now for F-35 there is lots of hue and cry......... Time(Samay/kal) is great powerful thing amongst all.

The time is very less for us to go alone,we must cooperate with the Russians to accelerate our Aircraft Development Programs

I don't think so, once because Russia is not going for a new joint development, but is offering only joint prodcution. Secondly, the market is already filled with very good options from the US and Europe on the high end, with Chinese and Brazilian options as the cost-effective alternatives and many potential customers will prefer them over Russian, let alone Indian aircrafts. So Russia will mainly try to fill it's own market and those of partner countries like India, but our market is open for everyone and they will have difficulties to win civil airline deals only with political pressure.
