They should work with the Turks once they work out the bugs from this design , they may want to do a joint venture. They don't have the funding to match west or Chinese progress. What they achieved with such under-funded programs is an achievement by itself. It's bound to happen with anything they try, if you have less funding for R&D, there's bound to be more failure. It's just an obvious result of the state of economy they have. They obviously have bright minds, but only so much you can do with limited support.
I don't think they are short of funds. Economically they are not comparable with the west and Chinese but they have enough funds for anything space and military related because that's their priority no 1.They don't have the funding to match west or Chinese progress. The US dollar is simply inflated and the US defense making companies are profit making corporations who price too much. On the other hand thanks to Russia,s communist past still most of its defence equipment companies are state owned.Google tells me their defence budget is around 60-62 billion USD, which is simply too low compared to US/China. On top they are spending more than 4% of their GDP in defence, which means they don't have much scope to increase this further.
It was the 1st testings of upper stage. Nothing special.
The Russian space program is dying. That’s the brutal reality
It is wounded and the pace has slackened after the end of USSR.
Hopefully there are more people like me who take no delight in this and consider space exploration , a pursuit separate from narrow national ambitions.
