New Delhi: Union Home Minister Rajanth Singh on Wednesday said India and Bangladesh are able to resolve issues amicably as their age-old strong relations are based on mutual understanding and confidence.

The minister appreciated implementation of the land boundary agreement between the two countries.

His comment came after Bangladesh Army chief General Abu Belal Muhammad Shafiul Huq called on him here.

He said the issue of fishermen drifting unknowingly into each other's territorial waters was discussed in the meeting and it was agreed that the return of such people to their respective countries should be expedited.

Minister of State for Home Affairs Kiren Rijiju, Secretary (Border Management) Anoop Kumar Srivastava, officers of the home ministry and Bangladesh High Commission were also present in the meeting.

India and Bangladesh have held bilateral talks for cooperation in fields of Science, Technology, Oceanography, Earth Sciences and Atomic Energy among others. Detailed discussions were held when the visiting Bangladesh delegation led by its Minister for Science & Technology Shri Yeafesh Osman met the Indian side led by the Union Minister of Science & Technology and Earth Sciences Dr Harsh Vardhan in New Delhi today. India assured Bangladesh that it would get all the help in various sectors of Science & Technology including in the field of Atomic Energy. It was conveyed that Prime Minister Shri Narendra Modi had given instructions to extend every kind of help as asked by the Bangladesh.

Earlier, Dr. Harsh Vardhan has said that India and Bangladesh share a common cultural heritage and a special relation. He said that both the countries should identify various areas for cooperation in the field of Oceanography, Earth Sciences, in the field of Water treatment for Arsenic or in any other field for the benefit of people of that country. The Minister recalled his meetings with various leaders of Bangladesh including the Prime Minister of the Country Ms. Sheikh Hasina when he had visited that country earlier.


The Bangladesh Minister Shri Yeafesh Osman has said that his country is grateful to India for its support during its freedom struggle. He said that the recent resolution of boundary issue between the two countries shows the kind of extra ordinary friendly relations between the two countries, its leaders and its people. Shri Osman said that Prime Ministers of both the countries are very keen for putting the Science and Technology to use for the benefit of the people and the cooperation in this field should further strengthen the bilateral bonds.

Guwahati: Union Home Minister Rajnath Singh on Sunday visited Karimganj sector of the India-Bangladesh border in Assam and said the porous border will be sealed in 2016.


The home minister, who arrived in Assam on Sunday on a two-day visit, said inspected the Stemerghat Border Out Posts (BOP) in Karimganj district. He said the porous border should have been sealed long time ago.

Singh was accompanied by union Minister of State for Sports and Youth Affairs Sarbananda Sonowal, who hails from Assam, some Bharatiya Janata Party leaders and a delegation of the All Assam Students' Union (AASU), including its chief adviser Samujjal Bhattacharyya, president Dipank Nath and general secretary Lurinjyoti Gogoi during the visit to the border.

In August last year, Singh participated at a seminar organised by the All Assam Students Union (AASU) in New Delhi on implementation of the Assam Accord and assured the AASU leaders he would make a visit to the India-Bangladesh border with their delegation.

The union minister is likely to address a public rally at Karimganj on Sunday before returning to Guwahati. He is scheduled to meet prominent intellectuals of the state at the Brahmaputra State Guest House in Guwahati in the evening.

On Monday, Singh will visit Dhubri sector of the India-Bangladesh border with the AASU delegation to take stock of the situation. He is scheduled to address a public rally in the district before returning to New Delhi.

"The minister had expressed his desire for a joint visit of the international border during a seminar organised by us in New Delhi last year. Today, he has come to visit. We have showed him the open international border in Karimganj district. The union home minister has assured that the border would be sealed within this year," said AASU president Dipank Nath.

"The home minister has also informed us that the issues which have affected the sealing of the border in Karimganj district since November last year, have been taken up with Bangladesh government and sorted out amicably," Dipank Nath said, expressing happiness over the development.

Memorandum of Understanding between India and Bangladesh and Mode of Operation of Border Haats for setting up of Border Haats of India-BangladeshBorder and addendum to the MoU signed earlier

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi has given its ex-post-facto approval for the Memorandum of Understanding (MoU) between India and Bangladesh for (i) MoU and Mode of Operation of Border Haats signed on 23.10.2010 with Bangladesh for setting up Border Haats on India-Bangladesh Border, (ii) addendum to the MoU signed on 15.5.2012; (iii) to establish new Border Haats after identification of suitable locations in consultation with Government of Bangladesh and concerned State Governments and (iv) to modify/revise the terms and condition of the above MoU/Addendum in consultation with relevant State Governments/Central Government agencies and Government of Bangladesh.

The Border Haats aim at promoting the well-being of the people dwelling in remote areas across the borders of two countries, by establishing traditional system of marketing the local produce thorough local markets in local currency and/or barter basis. Though not significant as a percentage of bilateral trade, these measures help to improve economic well-being of marginalised sections of society.

Background

During the visit of Bangladesh Prime Minister to India on 10-13 January, 2010, it was agreed that Border Haats shall be established on a pilot basis at selected areas, including on the Meghalaya border, to allow trade in specified products and in accordance with the regulations agreed and notified by both Governments.

In order to implement the same,an MoU and the Mode of operation of Border Haats across the border between Bangladesh and lndia was signed on 23rd October, 2010, Subsequently, an Addendum to Mode of operation of Border Haats across the Border between Bangladesh and India was also signed on 15th May, 2012.

The following Border Haats are already operational:

1. Kalaichar (Meghalaya-Bangladesh border)
2. Balat (Meghalaya-Bangladesh border)
3. Kamlasagar (Tripura-Bangladesh border)
4. Srinagar (Tripura-Bangladesh border)

In addition, both the Government agreed to further establish two Border Haats in Tripura and four Border Haats in Meghalaya on the Bangladesh border.

Two border ‘haats’ in Tripura along the Indo-Bangla border are benefiting local people through the business transactions besides becoming a meeting place for relatives who stay across the border, a state minister said in Agartala on Saturday. “Two border haats (markets) at Kamalasagar in Sipahijala district and Srinagar in South Tripura district are now popular among local residents,” State Industries and Commerce minister Tapan Chakraborty told reporters.

“The markets are selling local products also to the people of neighbouring Bangladesh. Locals are now demanding expansion of the markets,” the minister said. Locals demanded that the markets open twice a week instead of once a week now, besides seeking more items listed for selling, Chakraborty added.

The decision of opening markets and increasing listed items are prerogatives of the central government, he said, adding the state government would soon send a proposal regarding this to the Ministry of Commerce.

Both the border haats were inaugurated last year and the central government spent slightly less than Rs five crore to set them up, besides giving the nod to set up two more such markets at Kamalpur in Dhalai and at Raghna in Dharmanagar but that did not materialise since no money was sanctioned.

The Tripura minister said border haats have also become a meeting place for relatives who stay across the border.

“Due to visa problems people could not meet their relatives earlier but the haats have become a common meeting place for them (as no visa is required to visit the haats),” Chakraborty said.

In Kamalasagar haat, Indian goods worth Rs 2.78 crore were sold to Bangladeshis and Bangladeshi goods worth Rs 4.4 lakh were sold to the Indians in the six months beginning April 1, said Shyamal Dev, General Manager of Tripura Industrial Development Corporation (TIDC).


Indian goods worth Rs 3.265 crore were sold to Bangladeshis while the latter sold goods worth Rs 1.8 crore in the Srinagar haat during the same period, he said.


Business in a haat takes place among the people living within 5-km radius of the border who sell and buy locally produced goods and crops. No local taxes are imposed on the items sold in the haats and currencies of both the countries prevail.

The erstwhile enclave dwellers living in camps want plots rather than flats
After living in camps for nearly 16 months, 201 families of erstwhile enclave dwellers who chose to come to India after the historic enclave swap in 2015 are demanding that they be given small pieces of land to construct houses rather than apartments.

Apart from approaching local district officials, the people who received citizenship rights after decades of living in a “stateless condition” have approached the Prime Minister. “I have written to the Prime Minister on March 23, urging him that these families be given small pieces of land. We are raising the demand because essentially we are people from a rural background, and rearing cattle and poultry is an essential part of our existence,” said Osman Goni, who resides in the Dinhata camp where 58 families live.

Work to start soon

The district administration, however, has plans to rehabilitate the families in apartments.

A Cooch Behar district official said tenders had been published for constructing two-storey buildings in the three police station areas where the camps were located.

“We have the requisite land and construction work will start soon,” the official said.

People from the Haldibari camp in the district, which houses 96 such families, met the sub-divisional officer (SDO) of Mekhliganj on Monday to request that they be given small pieces of land instead of apartments.

“We have come to know from certain reports that ₹22 crore will be spent on the rehabilitation of the 201 families. This would come to about ₹10 lakh per family and with the same money, we can be given a few cottahs of land with a small rural house on it,” Joy Prakash Roy of the Haldibari camp said.

Forty-seven families in the Mekhliganj camp raise similar demands, and met district officials, giving them a memorandum on the issue.

Cooch Behar MP Partha Pratim Ray said that he had raised the issue with West Bengal Chief Secretary Basudeb Banerjee on Tuesday.

“I also feel that these families should be given small patches of land. I raised the matter with Chief Secretary during the day,” Mr. Ray told The Hindu.


The Trinamool Congress MP said that if those residing in these camps were willing to relocate to the interior parts of the district, where land was available, they could be provided small patches of land.

As per the Land Boundary Agreement between the two countries and the subsequently established protocol, 51 Bangladeshi enclaves in India and 151 Indian ones in Bangladesh were transferred on July 31, 2015.

While no enclave dweller from the Bangladeshi enclaves in India left for Bangladesh, 920 people of 201 families from the erstwhile Indian enclaves in Bangladesh came to India in November 2015.
