See that's what i don't like.
They should give the contract to some private firm, let them build-operate and tranfer.
Government doesn't need to chip in.
Private firm can get to collect tolls, run their buses and stop-stations.
Yup you are absolutely right...In fact i am a little surprised that this is not a usual practice in Pakistan....These days the norm in India is to hire a private firm, make them build highway/motorway and allow them to take tolls for 10-15 years to make up the money....
Govt and public gets excellent highways, private firms get revenue almost 10 folds the money they invested....Result is absolute win-win....b/w Emmar/MGF is one such provate firm who literally have built entire Gurgaon(new IT hub in Haryana)...do you have similar groups out there in Pakistan???
