90% of the salaried class is already below taxable income. The tax evasion is maxed in business and proprietorship which is dominated by middle-high middle income class. Real estate is another big black market dominated by brokers and investors (Expats+Businessmen)

That's a downside, you can't prevent them because those who are not paying are hidden as them. Only if Pakistanis start paying their taxes honestly, the need for imposing high indirect taxation should not be there. However, now indirect taxes are seen separately from direct taxes. Thats why you see VAT or GST in every country despite having higher number of tax filers.

Everybody in Pakistan is paying a lot of taxes - albeit indirectly. This makes the taxation regime regressive, rather than progressive, but that suits the upper classes just fine.

Not at all, implement the Existing Law,catch a couple of big guns, give them a nice hunky sentence, than watch people lining up to pay their taxes. As i said, the only thing lacking is the political will because most of the people sitting in Parliament themselves are the biggest tax evaders. In fact, our Hon Prime Minister is probably the biggest tax evader in he country. When the Prime Minister evades taxes, how can you possibly ask the common folks to fess up and pay taxes. This system of regressive taxes is going to kill the country.

People in the US don't like paying taxes either, but why do they pay them? Because IRS is one of the most strongest institutions in the US, and will clobber you if you don't pay up,
