That's police works not tugs . and then municipality ssay it has nothing to do with us its our contractors tthat did that.I disagree with you. During his time, the municipality turned from a passive organization to Iran's biggest construction client. Number of highways, bridges and tunnels that were built during his time are out of this world. He was the one who pushed the contractors to respect the project schedule by putting those reverse timers next to their projects. All municipalities rub people off their money. Just for your information, I personally pay $6000 per year to municipality and in return, they remove the garbage only once a week, Right! once a week and we are responsible for keeping the sidewalk and street in front of our house clean ourselves. I have not see it being cleaned by the City even once. The paving quality compared to what we had in Tehran is like comparing a dirt road to a paved one.
What you say about dastfroosh was the right thing to do. If everyone was supposed to do whatever he wanted in a 17 million city like Tehran it would cause absolute chaos. Strong leadership means strong rule of law (whether the law is right or wrong is another argument)
