Why do you feel the need to criticise people for not knowing how to conduct a janaza ceremony?
It's never been a common thing. Same with the ghusl, in any community there have always been certain people versed in this and they carry this out fi sabeel illah, same with the gravediggers.
Deaths have always been a collective community event.
I don't understand why suddenly you feel that everyone should be able to conduct the janaza ceremony or personally dig a grave, failing which, it is fair that some moulvi would be justified in demanding whatever fee you have been quoting.
It has always been so, nothing has changed.
Your criticism is unjustified, in my opinion.
