Assembly is good and all but what is more important is tech transfer. Just look at Thailand and see how many years they have been assembling cars for foreign brands and yet they still don't have a good brand themselves. In any case, with or without RR's tech transfer china will get there anyway. But with tech-transfer China might get there a bit faster.

China should negotiate tough here, especially with Brexit in the wind. If it wins and RR transfers serious IP, it's a major windfall. If it loses and RR withdraws its offer to build an assembly plant, it's just an assembly plant, no big deal. It's like playing a game where if you guess a coin toss correctly you win $5 but if not you lose $1 - you should play that game because the reward for winning far outweighs the loss of losing.

Even if RR does tech-transfer it will not be their state-of-art ones. It will probably be 2, 3 or even 4 generation behind. And, as we have been told by westerner narratives, Chinese can't innovate anyway. So whatever generation tech RR transfer, China will get stuck there. lastly main reason is that RR will make tons of $$$.
