The US, Russia and China should agree not to export complete hypersonic missile systems or their major components to other countries, including India, where the technology is already under development, a top American think-tank has said.

Hypersonic missiles ? specifically hypersonic glide vehicles and hypersonic cruise missiles ? are a new class of threat because they are capable both of manoeuvring and of flying faster than 5,000 kilometres per hour.

These features enable such missiles to penetrate most missile defences and to further compress the timeliness for a response by a nation under attack.

In a report, Rand Corporation ? a top American defence think-tank - said that hypersonic missiles are being developed by the US, Russia and China.

"Their proliferation beyond these three could result in other powers setting their strategic forces on hair-trigger states of readiness. And such proliferation could enable other powers to more credibly threaten attacks on major powers," it said.

The diffusion of hypersonic technology is under way in Europe, Japan, Australia and India ? with other nations beginning to explore such technology, it said, adding that the proliferation could cross multiple borders if the technology is offered in world markets.

"To this end, the report recommends that (1) the United States, Russia, and China should agree not to export complete hypersonic missile systems or their major components and (2) the broader international community should establish controls on a wider range of hypersonic missile hardware and technology," Rand said in its report.

The report said after the US, Russia and China, two countries - France and India - have made the most progress in R&D in hypersonic missile technology.

Their strides have been aided through cooperation with Russia, it said.

Australia, Japan and European Union are three others perusing such a programme.

The report said Defence Research and Development Organisation (DRDO) currently has two parallel programmes in hypersonic development, each making considerable strides toward being operational.

Their collaborative research programme BrahMos II is a joint venture with Russia that expects to produce a hypersonic cruise missile by 2017, it said.

The indigenous research project, the HSTDV, planned to conduct its first flight test in late 2016 or early 2017.

"Both the BrahMos II and the HSTDV will be used as missiles to carry warheads. Additionally, the Indian Space Research Organisation (ISRO) is sponsoring R&D on an air- breathing reusable launch vehicle?technology demonstrator as a first step toward developing a two-stage-to-orbit reusable launch vehicle," it said.

The US, Russia and China are key players in any discussion about the control of hypersonic technology capabilities, the report said.

"No export controls against the spread of such capabilities can be effective unless at least these three nations support them," it said.

If one of the three chose to freely export hypersonic weapons, the restraint of the other two would be undercut.
Some would add France and India to this group and with France, its nonproliferation experience might give it an important role, the report said.

According to the report, Pakistan currently does not appear to have a programme to develop a hypersonic cruise missile or research scram-jet technology.

"While Pakistan has some indigenous capabilities regarding missile development, it also relies on Chinese exports for much of its short - and medium-range ballistic missile demands," it said.

Wait, so what is the use of non-proliferation, if most of the western sphere and all the major powers in the world are set on developing them either way?

The Headline is very misleading! bad English!
What else do you expect from an indian newspaper?

They want to keep their illiterate and mildly literate masses fooled. Most of them will read the headline only and start chest thumping while the reality is totally opposite as the "devil" lies in the details.

Basically another control regime. I bet this one will be called HSMTCR (Hypersonic Missile Technology Control Regime). The only difference? It isn't the 80's anymore. No one is going to sign or ratify this shit.

Moreover, the learning curve behind Hypersonic Glide Vehicles vis-a-vis other conventional missile systems is way less complicated (less parts etc). RAND knows it very very clearly that in one to two decades, there won't be any deterrence against such systems and it's going to happen one way or the other where even significantly benign nation states will be in possession of such systems. Everyone wants to live in peace, therefore they'll eat grass if necessary to get their hands on such tech. It's just a matter of time. Then back to square one.

Well we already developed and induct our own hypersonic hybrid cruise missile without any help. Working on three HSTDV, AVATAR and ASATs so this think tank living in history we're already beside those three countries. He must scared of Indian involvement in BrahMos-II programme.

This is the real headline:
Restrict hypersonic missiles to US, Russia, China: think tank

Seems someone tried to change that to suit his propaganda

SO simply it means this technology should not be exported to India according to the think tank.

Exactly!!!.
Actually the media reporting is really bad when it comes to explaining the defence technologies. Anything that flies above M>4 (in some textbooks M>=5) is known as hypersonic object. All ballistic missile in Pakistan's arsenal fly above M>6 and the longer is the range, the higher is the Mach number. The only difference here is that these new hypersonic vehicles are controllable and can alter their path and use ramjet or scramjet technologies which basically uses the compression of the incoming air at very high velocity (hypersonic) called ram effect to burn the fuel instead of a compressor and thus no need for a turbine...so the main mechanical system gets eliminated resulting in even higher speeds and less technical issues. Any country that has mastered the technology to develop multistage ballistic missiles and cruise missile can theoretically develop such vehicle with some effort. A ballistic missile can be used as a booster for the hypersonic vehicle to achieve the threshold Mach number and then disengage and let the glide vehicle to continue its journey.

English not world language language only understand meaning other person are good or bad not matter.

SO simply it means this technology should not be exported to India according to the think tank.

True, as per think tanks this technologies should be kept exclusive to few select and not must be shared with anyone outside US, Russia and China.

OP added India for reasons privy to him only. India is just one of the 192 countries which are excluded from this group.

But none was tested AFAIK.

Russia just called, they want it back
