Launch of Food Regulatory Portal Announced

“Nivesh Bandhu” An Investor Facilitation Portal to be Launched during World Food India 2017


Union Minister of Food Processing Industries, Smt. Harsimrat Kaur Badal chaired the Press Conference detailing about the activities to be undertaken in the World Food India 2017 Expo, here today. As India gets ready to host its biggest food event aiming to transform the food economy and double farmers’ income, Smt. Badal gave a glimpse of the magnitude of the event to media in an interactive session. Minister of State for Food Processing Industries, Sadhvi Niranjan Jyoti also graced the occasion with her presence.

Speaking on the occasion, Smt. Harsimrat Kaur Badal said World Food India is a mega event which would showcase the entire value chain in the food sector. 160 Global CEOs will come under one roof. Globally & Nationally it is one of the biggest event. This event is expected to generate Rs. 65000 Crore worth of investment and 10 lakh jobs. She also said that this event will take the varied flavours of India to the world and showcase the healthy multigrain 'khichadi' to the visitors.There has not been any mega event before of this scale where FDI commitment has got crystallized even before the start of the event. "We have a vision of transforming Indian food economy and doubling farmer’s income by bringing latest technologies evolution and best practices into the system in keeping with the vision articulated by Honourable Prime Minister" said the Minister. "We are working towards easing the process of doing business for Global and Domestic industry players as well as bringing in new talent to achieve India’s greatest potential in the coming years" she said.

As global and Indian food companies prepare to explore business opportunities in India at World Food India 2017, MoFPI and FSSAI, the apex Regulatory body for Food Safety in India announced a powerful new tool called ‘the Food Regulatory Portal.’ Planned as a single interface for food businesses to cater to both domestic operations and food imports, this portal would be a game changer for effective and transparent implementation of the food safety laws in the country. Aiming to create an enabling environment for businesses to operate, the portal is strategically aligned with Government’s mission of One Nation, One Food Law. Smt Badal said that FSSAI's Food Regulatory portal will be a step forward in that direction and she congratulated FSSAI for implementing it. She also said that during World Food India 2017, an Investor Facilitation Portal “Nivesh Bandhu” will be launched to assist investors to make informed investment decisions. "India is ready with open arms to welcome global food companies" said Smt Badal. The portal would provide information on Central and State Governments’ investor friendly policies, agro-producing clusters, infrastructure, and potential areas of investment in the food processing sector.

Smt Badal also appealed to each individual to take a pledge – ‘NO WASTE ON MY PLATE’- to make India Food Secure. Minister of State for Food Processing Industries, Sadhvi Niranjan Jyoti said that after World Food India a good response from investor community is expected in Food Processing Sector. More than 40 countries have committed FDI in Food Processing Sector till now. This is the first time such Exhibition on Food Processing is happening in India.


Spelling out more details of the upcoming three day event, Minister Smt Badal informed that the mega convention is scheduled to be inaugurated by Prime Minister of India Shri Narendra Modi on 3rd November 2017. Mr Maris Kucinskis, Prime Minister of Latvia & Mr Serzh Sargsyan, President of Armenia will also be addressing the Inaugural Session. President of India, Shri Ram Nath Kovind will address the Valedictory Session on 5th November 2017.


World Food India 2017 will provide global businesses a platform to explore Indian market across the value chain in food processing and food retail, to bring together global & Indian leaders across the food value chain and Showcase the strengths of India in the Food processing & allied sectors; Connect domestic and international businesses for possible partnerships and Facilitate collaboration, investment flow and encourage sourcing from India.

A Women’s group of SEWA from J&K calls on Shri Hansraj Gangaram Ahir

A group of 25 women from Jammu and Kashmir, who are visiting the city on a Bharat Darshan tour programme, called on the Union Minister of State for Home Affairs, Shri Hansraj Gangaram Ahir here today. The group comprises members of the Self Employed Women's Association (SEWA) from Kupwara, one of the worst militancy affected districts of the Kashmir Valley.

With a view to encourage the women of Kupwara associated with SEWA and to develop strong bonds with women in other parts of the country for closer social, cultural and emotional integration, the project for Bharat Darshan tour of four batches (25 women in each group) was approved in September, 2017.

While interacting, the members of SEWA stated about the benefits of joining the SEWA. They told that there is need for marketing their products so as to increase their earnings. Speaking on the occasion, Shri Ahir said that MHA will help support the marketing across the country of products made by the SEWA members from J&K. He said the SEWA centre at Kupwara is augmenting the Prime Minister’s objectives of Skill Development and Make in India, and the involvement of women from J&K is especially noteworthy. Self Help Groups are key to the Government’s programmes aimed at social welfare and poverty alleviation.

The Women Centric Welfare Scheme is being run in Kupwara through SEWA under the Civic Action Programme (CAP). Under this, setting up of Resource Centre at Kupwara, J&K by SEWA was approved in 2012. SEWA proposed to train 3,500 women including 500 master trainees of Kupwara in various activities i.e Cutting, Tailoring, Handicraft, Food Processing, Renewable Energy and Agriculture and allied activities. Against the target, SEWA has trained 3,883 trainees and 558 master trainees.

The SEWA Kupwara Centre has now been registered under the Registration of Societies Act VI of 1998 under the name “Shehjar District Association Kupwara” on June 20, 2017. Some of the women workers have started their own enterprises like boutique, craft, stitching centre etc. Based on their skill enhancement, some of them are involved in production orders for reputed designers. Further, activities related to Agriculture, Horticulture Supply Chain, Farm Management and Renewable Energy have been conducted in Kupwara. The Kupwara Centre has also tied up with Coca Cola for selling of apples.

PM to inaugurate World Food India 2017

India gears up to welcome Global Food Titans

The Prime Minister, Shri Narendra Modi, will inaugurate World Food India 2017 on 3rd November 2017 from Vigyan Bhavan New Delhi. WFI is the most anticipated international mega food event, as India welcomes to host biggest ever congregation of global investors and business leaders of major food companies from 3-5 November in New Delhi. Organized by Ministry of Food Processing Industries under leadership of Union Minister Smt Harsimrat Kaur Badal, World Food India aims to transform Food Economy and realize the vision of doubling of famers’ income by establishing India as a preferred investment destination and sourcing hub for the global food processing industry. This is the first time that India is hosting such an event for the Food processing sector.World Food India platform will strengthen India’s position as a Global Food Factory and is a positive step towards making the Country Food Secure.

India is expected to attract an investment of US$ 10 billion in food processing sector and generate 1 million jobs in the next 3 years. World Food India 2017 gears up to host over 2,000 participants, over 200 companies from 30 countries, 18 ministerial and business delegations, nearly 50 global CEOs along with CEOs of all leading domestic food processing companies, and representatives of 28 States in India. Germany, Japan and Denmark are Partner Countries to World Food India. Italy & Netherlands are the Focus Countries. PM’s address at World Food India 2017


Excellencies,

Captains of Business and Industry,

Ladies & Gentlemen,


I am happy to be a part of this august gathering of global leaders and decision makers of the food processing sector. I welcome you all to World Food India 2017.

This event will provide you a glimpse of the opportunities that await you, in India. It will showcase our potential in the food processing value chain. It will provide a platform to connect with various stakeholders, and collaborate for mutual prosperity. And, it will present to you, some of our most delightful cuisine, which has stimulated taste buds across the world.

Ladies and gentlemen.

India’s strengths in agriculture, are many and diverse. The second largest arable land area, and as many as 127 diverse agro-climatic zones, give us global leadership in a number of crops like bananas, mangoes, guavas, papayas, and okra. We are second, globally, in terms of production of rice, wheat, fish, fruits and vegetables. India is also the world's biggest milk producer. Our horticulture sector has shown an average growth rate of 5.5 per cent annually over the last ten years.

For centuries, India has welcomed traders from distant lands, who came in search of our distinctive spices. Their travels to India, often shaped the course of history. Our trade synergies with Europe and South East Asia through the Spice Route are well known. Even Christopher Columbus was attracted to Indian spices, and reached America, as he searched for an alternate sea route to India.

Food processing is a way of life in India. It has been practiced for ages, even in the humblest of households. Simple, home-based techniques, such as fermentation, have resulted in the creation of our famous pickles, papads, chutneys and murabbas that now excite both the elite and the masses, across the world.

Ladies and gentlemen.

Let us turn, for a while, to the big picture.

India is today one of the fastest growing economies of the world. The Goods and Services Tax, or GST, has eliminated the multiplicity of taxes. India has jumped thirty ranks this year, in the World Bank Doing Business rankings. This is the highest ever improvement for India, and the highest jump for any country this year. From a rank of 142 in 2014, we have now reached the top 100.

India was ranked number one in the world in 2016 in greenfield investment. India is also rapidly progressing on the Global Innovation Index, Global Logistics Index and Global Competitiveness Index.

Starting a new business in India is now easier than ever before. Procedures for obtaining clearances from various agencies have been simplified. Archaic laws have been repealed, and the burden of compliances has been reduced.

I now turn specifically, to food processing.

The Government has undertaken a range of transformational initiatives. India is now the most preferred investment destination in this sector. It is a priority sector in our “Make in India” programme. 100% FDI, is now permitted, for trading, including through e-commerce, of food products manufactured or produced in India. A single-window facilitation cell provides handholding for foreign investors. There are attractive fiscal incentives from the Union and State Governments. Loans to food and agro-based processing units, and cold chains, are classified under priority sector lending, making them easier and cheaper to obtain.


The unique portal – Nivesh Bandhu – or "investor's friend" – that we have just launched, brings together information on central and state government policies, and incentives provided for the food-processing sector. It maps resources upto the local level, with processing requirements. It is also a platform for business networking, for farmers, processors, traders, and logistics operators.

Friends.

Private sector participation has been increasing in many segments of the value chain. However, more investment is required in contract farming, raw material sourcing and creating agri linkages. Many international companies in India have taken a lead in contract farming initiatives. This is a clear opportunity for global super-market chains considering India as a major outsourcing hub.

On one hand, there are opportunities in post-harvest management, like primary processing and storage, preservation infrastructure, cold chain, and refrigerated transportation. On the other hand, there is immense potential for food processing and value addition, especially in niche areas such as organic and fortified foods.

Increasing urbanization, and a growing middle class, are resulting in an ever-growing demand for wholesome, processed food. Let me share just one statistic. Over a million passengers have a meal on a train in India, every single day. Each one of them, is a potential customer for the food processing industry. Such is the scale of opportunity that is waiting to be tapped.

Ladies and Gentlemen.

Lifestyle disease is raising consciousness globally, about the nature and quality of food consumption. There is a growing aversion to the use of artificial colours, chemicals and preservatives. India can provide solutions, and offer a win-win partnership.

The combination of traditional Indian food, with modern technology, processing and packaging, can help the world rediscover the health benefits, and refreshing taste of Indian food ingredients such as turmeric, ginger, and tulsi, to name just a few. The perfect blend of hygienic, nutritious and tasty processed food, with the added benefits of preventive healthcare, can be produced economically, here in India.


The Food Safety and Standards Authority of India has been engaged in ensuring that processed food made in India, matches global quality standards. The harmonization of the food additives standards with Codex, and the building of robust testing and laboratory infrastructure, will go a long way in creating an enabling environment for food businesses.

Ladies and gentlemen.

The farmers, whom we respectfully call our "Annadaata" or the providers of food are central to our efforts in food processing. We have a stated target of doubling farm incomes within five years. Recently, we launched a national level programme, the Pradhan Mantri Kisan Sampada Yojana, to create world-class food processing infrastructure. This is expected to leverage investment of five billion US dollars, benefit two million farmers and generate more than half a million jobs over the next three years.

The creation of Mega Food Parks is a key component of this scheme. Through these food parks, we aim to link agro-processing clusters with key production centres. This will offer immense value proposition in crops such as potato, pineapple, oranges and apples. Farmer groups are being encouraged to set up units in these parks, thereby reducing wastage and transportation costs, and creating new jobs. Nine such parks are already operational, and more than thirty others are in the process of coming up across the country.

To improve last mile delivery, we are improving governance, by increasing access to digital technology. We plan to link our villages through broadband connectivity, within a clear timeframe. We are digitising land records, and providing various services to the people on mobile platforms. These steps are building momentum towards real-time transfer of information, knowledge and skills to farmers. The e-NAM, our national agricultural e-Market, is connecting our agricultural markets nationwide, thereby giving our farmers the benefit of competitive pricing, and freedom of choice.

In the true spirit of cooperative and competitive federalism, our State Governments have also aligned with the efforts of the Union Government to simplify processes and procedures. Many States have come up with attractive food processing policies to attract investment. I urge each State of India to identify at least one food product for specialisation. Similarly, each district can also select some food items for production, and one item for specialisation.

Ladies and Gentlemen.

Today, our strong agricultural base provides us a solid launch pad to create a vibrant food processing sector. Our vast consumer base, rising incomes, favourable investment climate and a Government dedicated to ease of doing business, all make India ‘the place to be’ for the global food processing fraternity.

Each sub sector of the food industry in India offers immense opportunity. Let me give you some illustrations.

The dairy sector has emerged as a vital area for the rural economy. We now aim to take this to the next level by increasing production levels of multiple products based on milk.

Honey is nature's gift to mankind. It offers several valuable by-products, such as bee wax. It has the potential to increase farm incomes. Currently, we rank sixth in the production and export of honey. India is now ripe, for a sweet revolution.

India contributes over six per cent of global fish production. We are the world’s second largest exporter of shrimps. India exports fish and fisheries products to about 95 countries. We aim to make a big leap in the ocean economy through the blue revolution. Our focus is on development of untapped areas, such as ornamental fisheries and trout farming. We also wish to explore new areas, like pearl farming.

Our commitment to sustainable development, is at the heart of our thrust for organic farming. Sikkim, in north-eastern India, has become India's first fully organic state. The entire north-east offers opportunities to create functional infrastructure for organic produce.

Friends.

In order to be successful in Indian markets, understanding Indian food habits and tastes is a key requirement. To give you just one example, milk based products and fruit-juice based drinks are an intrinsic part of Indian food habits. That is why, I have been suggesting to manufacturers of aerated drinks, the potential of blending five per cent fruit juice in their products.


Food processing also holds solutions to nutrition security. For example, our coarse grains and millets have high nutritional value. They can also withstand adverse agro-climatic conditions. They can be called "nutrition rich and climate smart" crops. Can we take up a venture based on these? This will raise incomes of some of the poorest of our farmers, and also enhance our nutrition levels. Such products, shall, of course, find resonance across the world.

Can we link our potential, to the world's requirements? Can we link Indian traditions with the future of mankind? Can we connect India's farmers with markets around the world? These are some questions that I wish to leave you with.

I am confident that World Food India will help us take some concrete steps in this direction. It will also provide valuable insights into our rich culinary landscape, and highlight our ancient wisdom of food processing.

I am also happy to note that the Department of Post has released a set of twenty four commemorative postage stamps on this occasion, to illustrate the diversity of Indian cuisine.

Prime Minister, Narendra Modi, inaugurate a mega-event World Food India 2017 in the New Delhi on Friday. The three day-international mega food event will have Germany, Japan and Denmark as the Partner Countries, in addition to Italy and Netherlands as the Focus Countries.

India is expected to attract an investment of $10 billion in food processing sector and generate 1 million jobs in the next 3 years, the government had said in a statement on Thursday.

The event, organised by Food Processing Industries (FPI) ministry, aims to transform the country's food economy and realize the vision of doubling of farmers’ income by establishing India as a preferred investment destination and sourcing hub for the global food processing industry.

It would also host sessions including one on “'One Nation, One Food Law - an enabling regulatory environment for investment in the food sector”. The event's objective is also to strengthen India’s position as a Global Food Factory and make the country 'food secure', the government said in a statement.

On November 1, the FPI ministry and the FSSAI, the apex Regulatory body for Food Safety in India, had launched a new tool called ‘the Food Regulatory Portal.’ Planned as a single interface for food businesses to cater to both domestic operations and food imports, the portal is expected to be a game changer for effective and transparent implementation of the food safety laws in the country. Aiming to create an enabling environment for businesses to operate, the portal is strategically aligned with Government’s mission of 'One Nation, One Food Law.

World Food India 2017 will host over 2,000 participants, over 200 companies from 30 countries, 18 ministerial and business delegations, nearly 50 global CEOs along with CEOs of all leading domestic food processing companies, and representatives of 28 States in India.

As part of the event, a massive exhibition spread over 40,000 sq mtrs in the lawns of India Gate is being organised to attract significant footfalls. More than 800 global companies representing 22 countries and domestic companies will be exhibiting. There will be special focus on farmer producer organizations and women entrepreneurs to connect them to corporates – international and Indian - to increasing opportunities for sourcing and business, the government said. It will also provide an exciting view of India’s offering to the world in terms of products, a geo mapping of produce availability and mega food parks.

As per the government, the list of Industry Captains participating in the event includes Paul Bulcke, Chairman of the Board of Directors, Nestle, Pieter Boone, Chief Operating Officer & CEO, Metro Cash and Carry, Brian J McNamara, CEO, GSK Consumer Healthcare, Amanda Sourry, President, Food Unilever; Sharafuddin Sharaf, Al – Sharaf Group; Yusuff Ali, Managing Director, LuLu Group, Kishore Biyani, CEO, Future Group; Krish Iyer, CEO, Walmart India and Amit Agrawal, CEO, Amazon, India. Over 1000 B2B meetings are expected to take place over three days. International Ministerial & business delegations with 200+ members from 15 countries will take part in B2B/B2G meetings.

Mr. Modi also assured over half a million jobs in the next three years.

About $5 billion worth investments to be made in food processing infrastructure to help two million farmers, Prime Minister Narendra Modi said at the inauguration of World Food India in the New Delhi on Friday.

"Mega food parks a key component to link agro-processing centres to food production centres. This will benefit those into farming of potato, pineapple, orange and apple. Farmers' groups have been asked to set up processing units in mega food parks. Nine parks are operational and 30 others coming up soon," Mr. Modi said. This will also help "reduce food wastage and create job opportunities."

Government also helping in "linking villages to broadband connectivity, digitise land records, and provide services to farmers on mobile phones" so that it helps in real time transfer of information, knowledge and skills, Mr. Modi said.

Government plans to make a "big leap in ocean economy" by boosting marine products exports, besides giving a thrust to organic farming. Mr. Modi praised Sikkim for being the first fully organic State in India and said, "huge opportunities in Northeast in organic food products."

“India is among the fastest growing economies in the world. GST has eliminated multiplicity of taxes. India jumped 30 places in World Bank's Doing Business ranking, and has now reached top 100. This is the highest jump for any country this year in the rankings. India was ranked number one in 2016 in Greenfield investments,” Mr. Modi said.

India was 142nd in 2014 in World Bank's doing business ranking.

The event, organised by Food Processing Industries (FPI) ministry, aims to transform the country's food economy and realize the vision of doubling of farmers’ income by establishing India as a preferred investment destination and sourcing hub for the global food processing industry.

“Food processing has been made a priority sector in the Make In India initiative. The government has allowed 100% FDI in trading including through e-commerce for food items produced and processed in India. Central and State governments provide several incentives in food processing,” he added.

Besides, National Agricultural e-market connecting agricultural markets nationwide to help in competitive pricing of products. PM also said several States are bringing out "attractive" food processing policies, aligned with the efforts of the Centre.

PM's interaction with global CEOs of the Food Processing sector


The Prime Minister, Shri Narendra Modi, today interacted with CEOs representing the top companies engaged in the food processing and related sectors across the world. The interaction was part of the ongoing World Food India event.

Leading CEOs and officials from Amazon (India), Amway, Britannia Industries, Cargill Asia Pacific, Coca-Cola India, Danfoss, Future Group, GlaxoSmithKline, Ise Foods, ITC, Kikkoman, LuLu Group, McCain, Metro Cash & Carry, Mondelez International, Nestle, OSI Group, PepsiCo India, Sealed Air, Sharaf Group, Spar International, The Hain Celestial Group, The Hershey Company, Trent Ltd, and Walmart India were present at the meeting.

Smt Harsimrat Kaur Badal, Minister for Food Processing Industries, Sadhvi Niranjan Jyoti, Minister of State for Food Processing Industries, and senior officials from the Union Government were also present.

Various CEOs complimented the Prime Minister on the massive improvement in India’s rank in the recent World Bank Doing Business Report. Many CEOs said that they were inspired by the Prime Minister's vision of doubling farm incomes, and the pace and progress of economic reforms over the last three years under his leadership. They especially appreciated the structural reforms and bold initiatives such as GST and the liberalization of the FDI regime.

The participants stressed that the food processing sector is vital for raising farm productivity, food and nutrition security, creating jobs, and adding value to agricultural produce. The CEOs presented an overview of their engagement and initiatives for inclusive growth in India’s food processing, agriculture, logistics, and retail sectors. They showed keen interest in opportunities that exist, for strengthening the post-harvest infrastructure. They reaffirmed their commitment to be a part of India’s growth story.

Thanking the CEOs for sharing their views, the Prime Minister said that their observations indicate tremendous enthusiasm, about India. The Prime Minister appreciated the focused suggestions made by the CEOs.

The Prime Minister welcomed the measures being taken by the participants in raising agricultural productivity and farmers’ incomes. In particular, he said that India's rising middle class, and the policy-driven initiatives of the Government, are opening up several win-win opportunities for all stakeholders in the food processing ecosystem. The Prime Minister underlined the Union Government's resolve to reduce input costs for the farmer, and eliminate losses due to wastage of farm produce. He invited the global CEOs for a deeper and more productive engagement with India.

Earlier, Smt Harsimrat Kaur Badal spoke briefly about Government policies to promote investments in the food processing sector.

Prime Minister of Latvia calls on the President

His Excellency Mr Maris Kucinskis, the Prime Minister of the Republic of Latvia, called on the President of India, Shri Ram Nath Kovind, at Rashtrapati Bhavan today (November 3, 2017).

Welcoming the Latvian Prime Minister to India, the President said that this visit is of historic significance as it is the first ever visit of a Latvian Prime Minister to India. It takes place as we are celebrating 25 years of establishment of our diplomatic relations.

The President said that bilateral relations between India and Latvia are warm and friendly. We should work together to enhance our economic relations. We deeply appreciate Latvia’s participation in the World Food India 2017 event. Latvia has acquired strengths in the agro-food processing sector and the participation of Latvian companies at World Food India will benefit both sides. The President stated that the Government of India has introduced programmes like Make in India, Smart Cities, Digital India and Clean India which present opportunities for Latvian companies. Latvia can also gain from the strengths of Indian industry, particularly in the IT and pharma sectors.

The President said that we deeply value our strong cultural ties and people-to-people connect with Latvia. He expressed happiness that the ‘Centre for India Studies and Culture’ established in the University of Latvia is promoting yoga and Hindi. He was glad that a new Centre for Baltic Culture and Studies has been opened at the Dev Sanskriti Vishwavidyalaya in Haridwar. He stated that this will further deepen cultural and academic contacts between India and the Baltic region.

The President noted that the Latvian Prime Minister will be inaugurating the Honorary Consulate of Latvia and attending business meetings in Mumbai tomorrow. He expressed confidence that these will help in further strengthening our bilateral ties.

President of Armenia calls on the President

His Excellency Mr Serzh Sargsyan, the President of the Republic of Armenia, called on the President of India, Shri Ram Nath Kovind, at Rashtrapati Bhavan today (November 3, 2017).

Welcoming the Armenian President on his first visit to India, the President congratulated him on steering Armenia successfully from the Presidential form of government to the Parliamentary form. The President thanked Mr Sargsyan for his presence at the World Food India event.

The President said that India and Armenia share very special ties. Our warm and friendly relations are rooted in history. Our people have interacted with each other over centuries. We have had the privilege to live together with Armenian brothers and sisters in Kolkata, Chennai and other cities in India. We are extremely proud of this common heritage.

The President said that our bilateral relations are strong. However, there is much scope to enhance trade and economic relations between the two countries. The health sector is one of the promising areas of bilateral cooperation. He expressed confidence that this visit would provide a fresh impetus to India-Armenia relations.

The President expressed happiness that there is a Hindi Chair in the Yerevan State Linguistic University. He noted that the Armenian State Institute of Physical Culture and Sports is working to have a Chair in Yoga soon. He stated that these initiatives will further strengthen cultural ties between India and Armenia.

President of India addresses concluding ceremony of World Food India-2017; says summit showcased vast, near limitless opportunities in Indian food industry



The President of India, Shri Ram Nath Kovind, addressed the concluding ceremony of World Food India-2017, organised by the Ministry of Food Processing Industries, Govt. of India, today (November 5, 2017) in New Delhi.

Speaking on the occasion, the President congratulated the organisers for the resounding and truly historic success of the World Food India-2017. He stated that this Summit saw the participation of delegates from over 60 countries, including CEOs of 60 global companies. It has helped showcase the vast and near limitless opportunities in the food industry and in food processing in India. It has been the Kumbh Mela of Indian food.

The President said that food is culture – but food is also commerce. India’s food consumption is currently valued at US $370 billion. It is expected to reach $1 trillion by 2025, in less than a decade. There are opportunities across the entire food value chain in India – including post-harvest facilities, logistics, cold chains, and manufacturing. It is a sector with a large business appetite. The food industry can be a huge employer. And this is of utmost importance for a country such as India, which has such a large youth population. It is also noteworthy that women are deeply involved in the food sector. Especially in our rural areas, there is great potential for women to emerge as micro-entrepreneurs by setting up small food processing units.

The President said that the Government of India is conscious of the social and economic benefits of a thriving food industry. This is a major area for attracting domestic and foreign investment. 41 mega food parks and cold chains are being established in all parts of the country to enhance food production. There is an increasing stress on food safety, accurate labelling, intellectual property issues and innovation in the food processing sector – as well as on using technology as an enabler.

The President congratulated the winners of Start-up Awards and Hackathon Awards. He expressed confidence that they will go on to shape India’s food processing sector and improve quality and safety standards. He noted that one of the start-ups selected has adapted Raman Spectroscopy, the discovery of India’s very own Nobel Prize winning scientist Dr C.V. Raman, into a low-cost hand-held device that can instantly detect food adulteration. This technology can save billions in food fraud.

The President said he was confident that Indian farmers and the Indian food processing industry can produce food products for India and – given India’s competitive cost structure – for the world as well. This would insulate both farmers and consumers from price shocks, and go a long way in ensuring remunerative incomes for the agricultural community.

1. I am happy to be here at the concluding function of World Food India 2017 and would like to congratulate every one of the organisers for its resounding and truly historic success. This Summit saw the participation of delegates from over 60 countries, including CEOs of 60 global companies. It has helped showcase the vast and near limitless opportunities in the food industry and in food processing in India. It has been, if I may put it so, the Kumbh Mela of Indian food.

2. A rich, complex and sophisticated food culture is part of the ethos of India. This has been true for thousands of years, ever since our ancestors planted grains in the Indus Valley. Our intellectual legacies, such as Ayurveda and yoga, place emphasis on appropriate food elements in keeping with different body systems.

3. Across the length and breadth of this vast subcontinent, our communities have historically used diverse and nutritious grains. They have also practised traditional farming methods that are essentially organic. Ironically, these have come back to our markets today after repackaging in other countries.

4. Food in India is as diverse as the rest of our society. Varieties of dal – the pulses or lentils that are a principal source of protein for so many of our people – change from state to state, even district to district. There are 29 states in India – and maybe 290 different recipes for biryani or of course khichri. Different soil systems are responsible for an astonishing range of agricultural produce. From taenga in Assam to sarson da saag in Punjab, from the dhokla in Gujarat to the dosa in Tamil Nadu and other states of the South, there is so much to choose from.

5. I would say that one human lifetime is not enough to experience the range and richness of Indian food!


6. Food is part of India’s global outreach and has been so for centuries. As a naturally open and trading society, we have exported as well as embraced different food items and customs. Today, from West Asia to the West Indies, Indian food is popular, and is often adapted to local tastes. Butter chicken can be found from Brazzaville in Congo to Berlin in Germany.



7. Recently I travelled to Djibouti, in the Horn of Africa, on my first visit abroad as President of India. In that country the principal snack is a variation of the samosa. I was told that the samosa had arrived in Djibouti from India. And in India it is believed that a version of the samosa travelled here on the trade routes from Central Asia. Truly food connects the world. Even Japan’s tempura style is said to have been inspired by the Indian fried pakora.

10. Women can set up small enterprises to make jams and pickles by processing fruits and vegetables gathered from farms in the village. They can even use the Internet and modern communication technology to study prices and consumer trends in faraway markets. In this manner they can empower themselves, enhance the family income and contribute to nation building.

11. A simple outcome such as this can have multiple benefits. It can go a long way in curtailing the unacceptably high crop wastage in our country. In this regard, some of the numbers are truly startling. For instance, close to 16 per cent of India’s guava crop is wasted, as are 10 per cent of our mango and apple crops. I am sure the deliberations at this conference will take us closer to preventing such regrettable wastage. A focused emphasis on modern food processing can change things. It gives the food sector the potential to become the intersection of so many of our flagship programmes – Make in India, Start-up India, Skill India, Digital India, and the resolve to double farm incomes.

12. The Government of India is conscious of the social and economic benefits of a thriving food industry. This is a major area for attracting domestic and foreign investment. I am happy to learn that around 50 MoUs have been signed at this event. Forty-one mega food parks and cold chains are being established in all parts of the country to enhance food production. There is an increasing stress on food safety, accurate labelling, intellectual property issues and innovation in the food processing sector – as well as on using technology as an enabler.


13. In this context, I would like to congratulate the winners of today’s Start-up Awards and Hackathon Awards. I am sure you will go on to shape India’s food processing sector and improve quality and safety standards. World Food India 2017 achieved a resounding success with delegates from over 60 countries and Global CEOs congregating in New Delhi for the three day Conference cum exhibition. The President of India Shri Ram Nath Kovind graced the event at its Valedictory session and congratulated the Union Minister of Food processing Industries Smt Harsimrat kaur Badal, ably supported by MoS Sadhavi Niranjan Jyoti for putting together the mega event.

Addressing the gathering, President Shri Kovind said “World Food India 2017 has helped showcase the vast and near limitless opportunities in the food industry and in food processing in India.” The President termed WFI “the Kumbh Mela of Indian food.” He noted that the diversity of Indian cuisine literally renders one human lifetime not enough to experience the range and richness of Indian food! The President however pointed out that Food is not just culture, it is also commerce. He said “India’s food consumption is currently valued at US $370 billion. It is expected to reach $1 trillion by 2025, in less than a decade. There are opportunities across the entire food value chain in India – including post-harvest facilities, logistics, cold chains, and manufacturing. It is a sector with a large business appetite and the food industry can be a huge employer.”

The President cautioned that the regrettable wastage has to be curtailed. “A focused emphasis on modern food processing can change things. It gives the food sector the potential to become the intersection of so many of our flagship programmes – Make in India, Start-up India, Skill India, Digital India, and the resolve to double farm incomes” Shri Kovind added.

The President noted that the food story in India has world-wide implications. “On a global scale, the market for Indian food products is massive. It extends from 1.8 billion people in South Asia to a 30 million strong diaspora population, and to millions more in all parts of the world” he elaborated. On the occasion, the President gave away Start-up Awards and Hackathon Awards to college students who helped suggest ways of detecting food adulteration. Shri Kovind said “There is an increasing stress on food safety, accurate labelling, intellectual property issues and innovation in the food processing sector – as well as on using technology as an enabler”.

Recapitulating the action packed three day Mega Food event, the host Union Minister Smt Harsimrat Kaur Badal said that inspired by the leadership of Prime Minister Shri Narendra Modi, her Ministry sees World Food India 2017 as a beginnimg and not end of an event. She said at the World Food India 2017 not only has a Guinness book record been established for cooking 918kg of ubiquitous comfort, wellness food – the nutritious Khichadi; business worth $11.25b with 50 MoUs has been transacted during the three days.

Smt Badal said MoFPI’s resolve is only strengthened to help India be established as the World Food Factory. Smt Badal said that during WFI, States including Punjab and Haryana also have negotiated MOUs worth $2.5b. “Ministry of Food Processing Industries will forge ahead to work expeditiously on implementing these MOUs. A special cell has been setup in Invest India to follow up on these negotiations and the Knowledge Partners would help achieve the goals” she informed. Smt Badal said her Ministry is guided by the principles of - ensure steps to reduce wastage, produce more and process more. Farm to Fork is their mantra and Food Processing Industries have to be the bridge between Farmers and Consumers. The Minister informed that while States of Maharashtra and Telangana have announced their Food Processing Policy, the MoFPI would soon finalize the National Food Processing Policy.

CWC handed over a dividend cheque of Rs.53.14 crore to Shri Ram Vilas Paswan

Shri Harpreet Singh, Managing Director, CWC presented dividend cheque of Rs.53.14 crore to Shri Ram Vilas Paswan, Union Minister for Consumer Affairs, Food & Public Distribution on 15th November, 2017 for dividend due to the Govt. of India on its 55% share in the capital of CWC, in the presence of Shri Ravi Kant, Secretary Department of Food & Public Distribution . Other senior officers of the Ministry and CWC were also present on this occasion. Shri Ram Vilas Paswan congratulated CWC for its good performance in the year 2016-17.

The Central Warehousing Corporation (CWC) achieved a turnover of Rs.1606 crore during 2016-17. It earned profit after tax (PAT) of Rs.231 crore which is an increase of 16.67% over previous year. During 2016-17, CWC constructed additional storage capacity of 95000 MT with a CAPEX of Rs.103 crore.

CWC has declared dividend for the year 2016-17 @ 142% of its paid up capital as against 88% paid last year. This is the highest ever dividend CWC has paid to its shareholders.

Shri Ram Vilas Paswan grants permission to display revised MRP due to reduction of rates of GST up to 31st December, 2017

On account of implementation of GST w.e.f. 1st July, 2017, there may be instances where the retail sale price of a pre-packaged commodity is required to be changed. In this context, Union Minister for Consumer Affairs, Food & Public Distribution, Shri Ram Vilas Paswan had allowed the manufacturers or packers or importers of pre-packaged commodities to declare the revised retail sale price (MRP) in addition to the existing retail sale price (MRP), for three months w.e.f. 1st July 2017 to 30th September, 2017. Declaration of the changed retail sale price (MRP) was allowed to be made by way of stamping or putting sticker or online printing, as the case may be.

Use of unexhausted packaging material/wrapper was also been allowed upto 30th September, 2017 after making the necessary corrections.

Considering the requests received to extend the permission for some more time it has been extended to display the revised MRP due to implementation of GST by way of stamping or putting sticker or online printing for a further period of three months, i.e. up to 31st December, 2017.

As Government has reduced the rates of GST on certain specified items, Shri Ram Vilas Paswan, Union Minister for Consumer Affairs, Food & Public Distribution, has granted permission under sub-rule (3) of rule 6 of the Legal Metrology (Packaged Commodities) Rules, 2011, to affix an additional sticker or stamping or online printing for declaring the reduced MRP on the pre-packaged commodity. In this case also, the earlier Labelling/ Sticker of MRP will continue to be visible.

This relaxation will also be applicable in the case of unsold stocks manufactured/ packed/ imported after 1st July, 2017 where the MRP would reduce due to reduction in the rate of GST post 1st July, 2017.

The above permission/ relaxation will be available upto 31st December, 2017.

Status of Mega Food Parks and Integrated Cold Chain Units



Government has sanctioned 42 Mega Food Parks (MFPs) to be set up in the country under Mega Food Park Scheme. Out of these, 36 projects have been accorded Final Approval and another 2 projects have been accorded In-Principle Approval. 9 Mega Food Parks have become functional. The project wise details is at Annexure.

Ministry of Food Processing Industries is implementing the Central Sector Scheme of Integrated Cold Chain and Value Addition Infrastructure with the objective of arresting post-harvest losses of horticulture & non-horticulture produce and providing remunerative price to farmers for their produce. Under the scheme, Ministry provides financial assistance in the form of grant-in-aid @ 35% for general areas and @ 50% for North East States, Himalayan States, ITDP areas and Islands for storage and transport infrastructure and @ 50% and 75% respectively for value addition and processing infrastructure subject to a maximum grant-in-aid of Rs. 10 crore for setting up integrated cold chain projects including irradiation facility without any break from the farm gate to the consumer. The integrated cold chain and preservation infrastructure can be set up by individuals, groups of entrepreneurs, cooperative societies, Self Help Groups (SHGs), Farmer Producer Organizations (FPOs), NGOs, Central/State PSUs, etc. The scheme is primarily private sector driven and proposals under this scheme are invited through Expression of Interest (EOI). The scheme is available in rural & urban areas in all States/UTs. State wise funds are not allotted under the scheme for Integrated Cold Chain and Value Addition Infrastructure. The Ministry is presently assisting 228 Integrated Cold Chain projects under the scheme. Major outcomes in development of innovative products and processes under R&D Scheme supported Projects of MoFPI

As per the National Accounts Statistics, Central Statistical Office, Ministry of Statistics and Programme Implementation, the growth rates in the gross value added (GVA) in the food processing industries at 2011-12 prices were observed to be in the order of 1.60%, 12.82% and 6.87% during 2013-14, 2014-15 and 2015-16 respectively. As per a study, “An assessment of the extent of food processing in various food sub-sectors” instituted by Ministry of Agriculture & Farmers Welfare and conducted by Institute of Economic Growth in 2014, the level of food processing in India in 2010-11 was estimated at 6.76 per cent. As per the ITC Trade Map international trade data pertaining to the year 2016, India has a share of 2.22 per cent in world’s major food exports and 1.7 per cent in world’s food imports.


Ministry of Food Processing Industries, through its “scheme for Research & Development in processed food sector”, has been supporting Research and Development projects in Food Processing Sector. Autonomous Institutions under the Administrative control of Ministry of Food Processing Industries i.e National institute of Food Technology, Entrepreneurship and Management (NIFTEM) and Indian Institute of Food Processing Technology (IIFPT) are also actively engaged in various research activities in the sector. These research projects/activities have resulted in development of various food processing related innovative products and processes. A list of some major outcomes in development of various food processing related innovative products and processes under R&D scheme supported projects is at Annexure.

Status of Mega Food Parks to create Modern Infrastructure for Food Processing

Government has approved setting up of a total 42 Mega Food Parks in the country to create modern infrastructure for food processing. Out of these, 9 Mega Food Parks have become functional till date and Ministry has targeted to make 6 more Mega Food Parks functional in this financial year and 12 more by the next financial year.

Mega Food Park has been designed on hub and spokes model in which Central Processing Centre (CPC), with enabling and common facilities for use by a cluster of units, is networked with multiple spokes of primary processing centres and collection centres located in the catchment area for aggregation and collection of farmers’ produce to feed the CPC. It is seen that a Mega Food Park has helped in creating demand for farmers produce, better remuneration, increasing level of processing and value addition, reducing wastage and creating opportunities directly and indirectly benefitting thousands of farmers and youths.

Use of Plastics in Food Packaging Industry

Plastic packaging materials that come in contact with food products can lead to migration of some chemical substances such as residual monomer, additives, plasticizers, pigments, etc., to food when exposed to different temperatures over a longer duration. Conscious of this fact, the Government encourages use of other packaging materials such as jute for packaging food items, where feasible. All food items cannot, however, be packaged in such alternate materials. Plastic in different forms has, in view of its ability to protect products and extend shelf life, prevent spoilage and contamination, ensuring better storage and sealing aroma, etc. emerged as a widely used material for packaging and storing food. The plastic material is also temper proof and reduces the chances of adulteration, is corrosion resistant and in most cases, chemically inert.

Keeping the above in view, the Food Safety and Standards (Packaging and Labelling) Regulations, 2011 prescribe Indian Standards for containers made of plastic material of graded specification for packing or storing of food items. These are based on the Bureau of Indian Standards specifications, which also lay down limits of migration of toxic elements. The use of plastics for packaging food in conformity with specified standards is considered safe in the context of contemporary scientific knowledge.

Food Safety and Standards Authority of India (FSSAI) has conducted a study jointly with Indian Institute of Packaging (IIP) and National Test House (NTH) to determine the migration of chemical contaminants and heavy metals from packaging into food. IIP was given the responsibility to undertake the study on chemical contamination from packaging material used for packaged food items, focusing majorly on plastics, paper and other materials. IIP has analysed 1250 samples. National Test House was given the responsibility to undertake the study on chemical contamination from loose packaging material, including paper cups, plates, plastic cups, carry bags and allied materials. NTH has analysed 1760 samples.

Opinion regarding safety of plastic very widely and a scientific consensus on the issue is yet to be reached. However, the way forward is to judicially use all available scientific knowledge and technology to mitigate the adverse effects that may emanate from migration of chemicals from packaging material to packaged food and evolve innovative techniques for use of recycled packaging material in an environment friendly manner.

The Minister of State (Health and Family Welfare), Sh Ashwini Kumar Choubey stated this in a written reply in the Lok Sabha here today.

Food processing budget doubled, to help farmers: Harsimrat


New Delhi, February 1

Food Processing Minister Harsimrat Kaur Badal on Thursday said the government’s decision to double the ministry’s budget allocation to Rs 1,400 crore for next fiscal would boost farmers’ income and generate million of new jobs.

Finance Minister Arun Jaitley on Thursday announced the allocation of food processing to Rs 1,400 crore for next fiscal from the Rs 715 crore in this fiscal.

The food processing sector is growing at 8 per cent, Jaitley said in his budget speech.

“Thank you, @arunjaitley Ji, for Doubling the Budget Allocation for Ministry Of Food Processing. This will immensely benefit farmers in availing various food processing related schemes and increasing their income.

Will also generate millions of new jobs,” Badal tweeted.

In another tweet, she welcomed the government’s decision to increase farmers’ income by giving 1.5 times cost incurred to farmers as MSP.

“No more potatoes on streets and crop-selling at a loss,” she said. PTI

Protecting Consumers Post GST Implementation

On account off implementation of GST there may be instances where the retail sale price printed on a pre-packaged commodity is required to be revised. To protect the interests of consumers the Department has issued an order according to which, manufacturers/ packers/importers of pre-packaged commodities are allowed to declare the revised retail sale price (MRP), after implementation of GST by way of stamping or putting sticker or online printing, as the case may be, on the unsold stock manufactured/packed/imported, if any, in addition to the existing retail sale price (MRP), upto 31st March, 2018. Use of un-exhausted packaging material/wrapper has also been similarly allowed upto 31st March, 2018 after making necessary corrections.


The said information has been disseminated to all the stakeholders and Controllers of Legal Metrology of all States/UTs for immediate action.

Steps taken to prevent damage to foodgrains in FCI godowns

The following steps were taken by the Government to avoid the damage due to various reasons including

pests/rodents in storage of foodgrains:

  1. All godowns are constructed on scientific lines to make them rodent proof by having proper height and damp proof by providing pucca floor plinth.
  2. Foodgrains are stored by adopting proper scientific code of storage practices.
  3. Adequate dunnage materials such as wooden crates, bamboo mats, polythene sheets are used to check migration of moisture from the floor to the foodgrains.
  4. Fumigation covers, nylon ropes, nets and insecticides for control of stored grain insect pests are provided in all the godowns.
  5. Prophylactic (spraying of insecticides) and curative treatments (fumigation) are carried out regularly and timely in godowns for the control of stored grain insect pests.
  6. Effective rat control measures, both in covered godowns as well as in CAP storage are used.
  7. Foodgrains in ‘Cover and Plinth’ (CAP) storage are stored on elevated plinths and wooden crates are used as dunnage material. Stacks are properly covered with specifically fabricated low-density black polythene water -proof covers and tied with nylon ropes/nets.
  8. Regular periodic inspections of the stocks/godowns are undertaken by qualified and trained staff and all senior officers. The health of the foodgrains is monitored at regular intervals by a system of checks and super checks at different levels. Following Checks and Super checks are conducted in the godowns by FCI to ensure proper preservation of foodgrains in the storage.
  1. Fortnightly inspection of stocks on 100% basis by Technical Assistant
  2. Monthly inspection by Manager (QC)
  3. Quarterly inspection by AGM (QC)
  4. Super Checks by Regional, Zonal and FCI Hqrs Squads.
  1. The principle of “First in First Out” (FIFO) is followed to the extent possible so as to avoid longer storage of foodgrains in godowns.
  2. Only covered rail wagons are used for movement of foodgrains so as to avoid damage during transit.
  3. Damage Monitoring Cells have been set up at District, Regional and Zonal levels to regularly monitor quality of stocks and reduce damages.
