Union Minister for Food Processing Industries Smt Harsimrat Kaur Badal to inaugurate Uttarakhand’s second Mega Food Park at Udham Singh Nagar on Sunday

Union Food Processing Industries Minister Smt. Harsimrat Kaur Badal will inaugurate the second Mega Food Park in Uttarakhand at Mahuakhera Ganj in Kashipur in Udham Singh Nagar district on Sunday ie 8th April 2018. The food park is being set up at a cost of Rs 99.96 crore and will benefit around 25,000 farmers in this as well as neighboring districts.

The mega food park– M/s Himalayan Mega Food Park Private Ltd, which is being set up in an area of 50.14 acres, would have a central processing center as well as well as three Primary Processing Centers (PPCs) at Ram Nagar, Ramgarh and Kaladungi. The park would also have facilities for primary processing and storage near the farms. The park would not only benefit farmers of Udham Singh Nagar but also those of nearby districts of Nainital, Garhwal, Almora and Champawat. The first Mega Food Park in the state located at Haridwar has already become operational.

The facilities being created at Central Processing Centre (CPC) of this Mega Food Park include Multi-Purpose Cold Storage of 1,250 MT, Aseptic Brick Filling Line of 7,500 pack per hour, Dry Warehouse of 6,000 MT, Fruit & Vegetable Processing Line [input capacity 7 MT/Hr for Tomato Paste, 8 MT/Hr for Apple, 10 MT/Hr. for Carrot, 5 MT/Hr. for fruit pulp, Quality Control & Food Testing Lab and other related food processing facilities.

The mega food park would leverage an additional investment of about Rs. 250 crores in 25-30 food processing units in the park and would eventually lead to a turnover of about Rs. 450-500 crore annually and also provide direct and indirect employment to 5,000 persons and benefit about 25,000 farmers in the CPC and PPC catchment areas.

The Mega Food Park in this district was inaugurated by the Union Food Processing Industries Minister in the presence of Union Minister of State for Food Processing Industries Sadhvi Niranjan Jyoti and Uttarakhand State Finance Minister Shri Prakash Pant & Uttarakhand State Transport & Social Welfare Minister Shri Yashpal Arya. The first Mega Food Park in the state located at Haridwar has already become operational.

The Minister highlighted that the modern infrastructure for food processing created at Park will benefit the farmers, growers, processors and consumers of Uttarakhand and adjoining areas immensely and prove to be a big boost to the growth of the food processing sector in the State of Uttarakhand.

The Minister also highlighted how her ministry, under the visionary guidance of Prime Minister Shri Narendra Modi, was focusing on boosting the food processing industry so that agriculture sector could grow exponentially and become a major contributor to doubling the farmer’s income and ‘Make in India’ initiative of the government.

She said the food processing industry ministry is creating Mega Food Parks with modern infrastructure facilities for food processing along the value chain from farm to market with strong forward and backward linkages through a cluster based approach. She said the sector would contribute towards doubling farmers’ income in the coming years by working to achieve this goal through implementation of projects under the flagship scheme of ‘Pradhan Mantri Kisan Sampada Yojana’. Smt Badal also thanked the Uttarakhand State government for the support extended by them in setting up the mega food park.

India signs 200 million US Dollar Loan Deal with World Bank for National Nutrition Mission (POSHAN Abhiyaan) for 315 districts across all states/UTs

The Government of India signed a loan deal worth $ 200 million with the World Bank today for the National Nutrition Mission (POSHAN Abhiyaan). The loan would help the Government of India in achieving its goal of reducing stunting in children 0-6 years of age from 38.4% to 25% by the year 2022.

The POSHAN (PM’s Overarching Scheme for Holistic Nourishment) Abhiyaan was launched by the Prime Minister on 8th March 2018 at Jhunjhunu, Rajasthan.

A large component of POSHAN Abhiyaan involves gradual scaling-up of the interventions supported by the ongoing World Bank assisted Integrated Child Development Services (ICDS) Systems Strengthening and Nutrition Improvement Project (ISSNIP) to all districts in the country over a 3-year period. The loan approved today will support the first phase scale up to 315 districts across all states and union territories (UTs).

With a focus on improving the coverage and quality of ICDS nutrition services to pregnant and lactating women and children under 3 years of age, the project will include investments in improving the skills and capacities of ICDS staff and community nutrition workers, instituting mechanisms of community mobilization and behavior change communication, strengthening systems of citizen engagement and grievance redress and establishing mobile technology based tools for improved monitoring and management of services for better outreach to beneficiaries during the critical 1,000 day window for nutrition impact. The project will additionally ensure convergence of all nutrition related schemes and provide performance based incentives to states and community nutrition and health workers, facilitating a focus on results.

Foodgrain at subsidized prices being allocated to ensure adequate standards of nutrition in Welfare Institutions and SC/ST/OBC Hostels: Shri Ram Vilas Paswan

Shri Ram Vilas Paswan, Union Minister of Consumer Affairs, Food & Public Distribution asserted that foodgrain at subsidized prices is being allocated for welfare and development of weaker sections of society to ensure adequate standards of nutrition in Welfare Institutions and SC/ST/OBC Hostels. Shri Paswan chaired the meeting of Food Secretaries of States/UTs to discuss execution of Welfare Institutions and Hostels Schemes today in New Delhi.

Shri Paswan stated that Government of India has revamped its scheme for additional allocation of foodgrain to ensure adequate standards of nutrition in such institutions with a view to meet the requirement of Welfare Institutions such as Beggar Homes, Nari-niketans and other similar welfare institutions sponsored by State Governments/UT Administrations, that are not covered under Targeted Public Distribution System or under any other Welfare Scheme; and also for residents of SC/ST/OBC Hostels.

Shri Paswan informed that as per the schematic guidelines, the hostels with atleast 2/3rd of the resident students belonging to SC/ST/OBC community are eligible to get subsidized foodgrain for all the resident students, including those who belong to other categories. The Central Issue Price of foodgrain under the scheme is fixed at BPL rates.

The Food Minister further stated that the scale of issue of wheat and rice (ratio to be decided on the basis of food habits in different areas) is as per the nutrition requirement of the residents, subject to a maximum of 15 kg per resident per month.

Government of India makes systematic progress towards cash transfers of food subsidy

Shri Ram Vilas Paswan launches handbook to guide states in implementation of cash transfers of food subsidy

Shri Ram Vilas Paswan, the Union Minister of Consumer Affairs, Food and Public Distribution launched the 'Handbook for Implementation of Cash Transfer of Food Subsidy' in New Delhi today. The handbook has been jointly developed by Department of Food and Public Distribution (DoFPD) and World Food Programme (WFP).



The handbook is a step by step guide for implementation of cash transfer of food subsidy scheme and is based on India's rules, regulations and experience in cash transfers of food subsidy, and WFP's global experience in cash based transfer. Shri C.R Chaudhary, the Minister of State for Consumer Affairs, Food and Public Distribution, Secretary DoFPD, Shri Ravikant and Dr. Hameed Nuru, Country Director WFP, were also present during the launch.



Shri Ram Vilas Paswan complemented the efforts of the DoFPD and WFP for preparation of the handbook. Shri Paswan hoped that it will serve as a guide to all states/union territories that are implementing or planning to implement cash transfers for food subsidy, as it details out the prerequisites, processes, and roles and responsibilities of all stakeholder involved in the cash transfer process. Union Minister said that the implementation of cash transfer of food subsidy scheme is one of the important initiatives of this government for ensuring targeted delivery of benefits. He further added this handbook will help in easy understanding of the overall systems and the entire process flow, which would contribute greatly towards the easy adoption and success of cash transfers of food subsidy in India.



Shri Paswan also highlighted the reform measures implemented by his government to check leakages and diversions of foodgrains in the "in-kind" distribution of food grains, through end-to-end computerisations of PDS operations. In this regards he especially highlighted installation of ePoS devices at fair price shops for biometric authentication of beneficiaries and electronic capturing of transactions.



At the launch, Dr. Hameed Nuru, Country Director WFP said, "It is indeed in-line with the vision and aspirations of the nation, that WFP is supporting the Government of India. WFP has been working with the government at national and state level in the implementation of the NFSA, and is proud to be a partner of the government in its efforts towards food security and achieving of SDG 2 goals."



Currently, Cash Transfer of Food Subsidy is being implemented in union territories of Chandigarh, Puducherry and urban areas of Dadra & Nagar Haveli while some more states have shown interest in implementation.

From Depressed Sector to a Buoyant/ Sunrise Sector; Investment MOUs worth Rs.1,00,000 crores in last one year alone; Total Capacity creation to handle Agro produce worth Rs.1,04,000 crores annually

“Food Processing is all set to become the most robust sector in India to contribute majorly to India's growth and the sector is all set to double farmers' income by 2022 as envisioned by the Hon'ble Prime Minister Shri Narendra Modiji”, said Union Minister for Food Processing Industries Smt Harsimrat Kaur Badal, while addressing the media on the achievements of the Ministry during the last 4 years here today.

Smt Badal informed media that four years back when she took over, food processing sector was totally disorganized and the industry was apprehensive of launching new projects or products and committed projects were being delayed and shelved. After four years she has reversed the business environment and turned it into the most buoyant and happening sector.

Minister informed, "from a dismal situation four years back today we have investment commitment of nearly Rs.1,00,000 crores which we got in last one year alone and out of which investment worth Rs.73000 crores have started grounding. This is just tip of the iceberg that shall unleash its real potential in years to come.”

"The last government sanctioned 42 Mega Food Parks from year 2008 onwards and 6 years later when I took over, only two (one of them Patanjali) could get operationalized during 2008 to 2014. I can now proudly say that overall 25 Mega Food Parks would be operationalized by 2018 out of them 15 already been completed so far and 15 more shall be operationalized by 2019” said the minister.

“Four years back industry was apprehensive of the Food Regulator FSSAI and today FSSAI has harmonized itself to world standards. FSSAI has transformed into the most potent and business friendly regulator for those conforming to rules” mentioned the minister.

Government is creating a Cold Chain Grid to link every nook and corner of India by its 42 Mega Food Parks, 234 Cold Chain Projects and around 700 projects under PM Kisan Sampada Yojana. With the schemes of the Ministry, more than 33 lakh farmers shall be directly benefited every year and their number shall keep increasing.

Informing the gathering about a new financial institution Smt Badal said, “We are in the process to create a new Financial Institution that will exclusively fund food processing projects and create capacity building in the field of risk assessment and lending to food processing sector. Request for proposal for the institution which will be called Agro Processing Financial Institution, will be out by July, 2018. It will be a Non-Banking Financial Institution and will be largely driven by private sector and government will act as a facilitator. There is keen interest in the institution by both national and international companies.”

Last four years have witnessed 351% Mega increase in preservation and processing capacity of 15.94 lakh MT per annum created by the Ministry. Big-time increase of 720% in Cold Storage capacity. 180% increase in the value of agro produce processed by the projects handled by the Ministry.

Under the new Scheme Pradhan Mantri Kisan SAMPADA Yojana, total of 122 projects have been approved under three schemes viz. Agro Processing Clusters, Backward-Forward Linkage and Unit scheme leveraging an investment of Rs 2,300 crore. This is expected to generate direct and indirect employment of around 3.4 lakh persons.

The Minister also gave a roundup of investments received since World Food India.

· First ever global investment summit “World Food India 2017” organized from 3-5 November 2017 successfully created ‘Brand India’ putting the country on the global food map by positioning India as a ‘World Food Factory’ which led to MoUs for investment worth $14 billion.

· FDI inflow between April, 2017 & December, 2017 was USD 822 million

· Projects worth $11 billion are already being grounded by over 30 companies.

· Metro Cash & Carry is adding 25 more stores.

· SIAM Makro / CP Wholesale is opening three Big Wholesale stores in New Delhi and one store in NOIDA

· Amazon has opened a total of 67 warehouses in the country so far with 15 stores being opened over last month.

· Grofers has invested in setting up of over 10 vegetable processing centers (Collection centers and Warehouses)

· Over $1billion has already been invested by Coca-Cola, Britannia, Cargill, Tilda Hain, Emami, Keventer Agro, Rich Gravis etc. since World Food India 2017.

International Conference on Recent Advances in Food Processing Technology (iCRAFPT) gets underway at IIFPT, Thanjavur

International Conference on Recent Advances in Food Processing Technology (iCRAFPT) got underway today at Indian Institute of Food Processing Technology, Thanjavur in Tamilnadu. The conference was inaugurated by Sh. Jagadish Prasad Meena, Secretary, MoFPI, Sh. Bijaya Kumar Behera, Economic Advisor, MoFPI and was later joined by the Guest of Honour Sh. K. Parasuraman, Member of Parliament, from Thanjavur Constituency. Dr. C. Anandharamakrishnan, Director IIFPT also presided over the inaugural session.

The Secretary, MoFPI in his inaugural address highlighted that the bumper production and diversification of agriculture has brought in new challenges for everybody in view of the large scale food wastage on one hand and seasonal & regional demand & there supply issues of many commodities. He also stated Food processing sector in India has a dualistic structure. The unorganised segment dominates in numbers (about 25,00,000 in 2015-16) of small enterprises and workers, but the organised segment (about 40,000) dominates in terms of value of the output and investment. The percentage share of the organised/registered food processors are hardly 1.5 percent of the total food processors. The first tier technology should target the unorganized sector who can be encouraged to concentrate on primary processing and provide strong supply link to the high-end secondary and tertiary processing. The second tier should deal with sophistication of secondary and tertiary processing of high value products and enable industry to compete and stand up shoulder to shoulder with world food processing industries. He also quoted, our nation’s export basket of food produces contains 75% of the fresh F&V and unprocessed item and only 25% of processed products.

He also appreciated the continued efforts made by IIFPT in the field of research and food processing and extended Ministry’s support towards achieving the vision of the IIFPT to become an institute of national eminence. He concluded his inaugural address by sharing glimpses of successful conduct of World Food India 2017 that subsequently promoted investment intent of US$14 billion has been expressed through MoUs by country/world-wide companies.

The Hon’ble Member of the Parliament of Thanjavur constituency in his special address stated that food is an important aspect of leading a healthy life, and IIFPT has been doing an excellent work in developing and providing technologies that serve the same purpose. He pointed out that India, with a population of 1.3 billion has its agricultural sector grow at a rate 4.9% per year, whereas the food processing sector grew at 8% which clearly establishes the importance of the food processing sector. He further congratulated IIFPT for its work on food processing and organising an international level conference on the same.

Shri Bijaya Kumar Behera in his Special address has quoted that Accessibility, Applicability and Upscalability define the success of any technology. He pointed out that research in the sector of food processing should focus more on the benefits of marginal farmers and the unorganized sector. He established that focus should be given on predictive research that studies on the effect of technology on its associated stakeholders. He mentioned that focus should be on food waste residue rather than processing residues.

Dr. C. Ananadharamakrishnan in his opening remarks expressed his gratitude to the dignitaries on and off the dias and briefed the journey of the institute. The success of the mission onion programme has supported in the livelihood of farmers of that region. With efforts of the farmer producer company and the institute the farmers have planned to export their produce to Tesco, London. The mission coconut programme started with objective to support the coconut growers and has led to development of gadgets; neera tapping machine that reduces the drudgery and increases their income with production of value added products; Coconut chips infused with curcumin and vitamin A, crystallized Neera etc. He also briefed about the institute mission mode programme on tomato, that has planned to come out with technologies to reduce the wastage and thereby supporting the tomato growing farmers. He concluded his address stating that this conference aims to bring the bright minds of the food processing sector together for discussions on the current issues with that the sector faces with this Industry – Academia Interface and drive out some suggestions and submit a detailed report to the Ministry for suggestions on implementation.

Earlier, the conference souvenir was released by the Hon’ble Secretary, MoFPI. During the course of event, transfer of new technologies to farmers and FPOs and MoUs with leading food industries took place. The conference featured eight technical sessions on diversified areas of food processing. Over 09 overseas speakers, 77 Indian speakers, 18 food industry talks, 30 series lectures, 02 panel discussions, 08 student presentation, 605 poster presentation and 721 Abstract Publication took place. Amid release of new technologies, an expo of successful entrepreneurs groomed by IIFPT were also the part of the conference. A total of 1800 registered participants attended conference including; delegates from industry, academia, research scholars and students from across the country. In the rapidly growing scenario of food processing sector and conducive policy environment, the conference builds a strong platform for knowledge sharing and meaningful delegation among the industry, academia, researchers and farmers which would potentially impact the food sector growth to a newer height.



The Indian Institute of Food Processing Technology (IIFPT), a premier national Institute working under the administrative control of Ministry of Food Processing Industries (MoFPI), Government of India functioning from its headquarters in Thanjavur, Tamil Nadu. Besides delivering research and education in food processing, the institute has been incubating farmers, entrepreneurs and aspiring youth for prospective food business ventures. Considering this importance and promotion of food processing among the farmers, budding entrepreneurs and researchers. The institute has been organizing an International Conference on Recent Advances in Food Processing Technology (iCRAFPT) during 17th to 19th August 2018 with the theme of Doubling farmers’ income through food processing.

Smt Harsimrat Badal appeals to food processing companies to contribute to Kerala flood hit relief efforts

Union Food Processing Industries Minister Smt Harsimrat Kaur Badal today appealed to all food processing industries to come to the aid of the flood ravaged people of Kerala by generously donating processed food products for this noble cause.

In a statement here, Mrs Badal said the flood affected people of Kerala, thousands of whom were rendered homeless, needed processed food goods urgently. She said the food processing ministry had nominated two officers to coordinate this effort and that the industries could contact them to make desired donations.-

Smt Badal said three lakh biscuit packets had already been delivered to the Kerala government by ITC and Britannia after a request made by her. She said the packets were delivered to officials at Trivandrum. Kochi and Malapuram for further distribution to the affected people of the state. “We will make efforts to ensure more donation coming to us following this fresh appeal is despatched to Kerala at the earliest”, she added.

Most grain in India, which is procured from farmers by the government, is stored using the CAP, or cover and plinth method. Very cheap and easy to make, it is described in the preceding paragraph. India stores about 30.52 million tonnes of rice, wheat, maize, gram and sorghum in such structures at Food Corporation of India godowns and hired spaces.

In India, the government has considered only four silos to be sufficient for the nation’s needs — one each in Kolkata, Chennai, Mumbai and Hapur-Ghaziabad. The last one, in Uttar Pradesh, is the most modern with a storage capacity of 500 tonnes, according to a recent paper.

In order to export basmati rice, Punjab has, in a public-private partnership, built modern, temperature-controlled grain silos with a storage capacity of 50,000 tonnes.

PM Inaugurates modern food processing facilities in Anand

The Prime Minister, Shri Narendra Modi, inaugurated modern food processing facilities, including Amul’s ultra-modern Chocolate Plant, at Anand today. He also visited the chocolate plant and was briefed on the various technologies used, and products being made there.

Speaking on the occasion, he thanked the people of Anand for turning out in such large numbers.

He said the development projects being inaugurated today augur well for the cooperative sector. He said the brand of Amul is known globally, and has become an inspiration worldwide. He said Amul is not only about milk processing, but an excellent model of empowerment. The Prime Minister said that through cooperatives, Sardar Patel showed a way where neither Government nor industrialists call the shots. He said it is a unique model, where the people matter. He said endeavours in the cooperative sector in Gujarat have helped the people, especially the farmers. He also recalled Sardar Patel's emphasis on urban development.

Referring to India's 75th anniversary of independence in 2022, the Prime Minister said India is doing well in milk processing but can do even better. He said the time has come to give importance to innovation and value addition. In this context he also spoke of the production of honey.

Union Minister Smt Harsimrat Badal calls for cleanliness to be given utmost importance across food processing sector

Smt Badal releases booklet on Waste to Wealth Technology to launch Swachhta Pakhwada

Union Minister for Food Processing Industries Smt Harsimrat Kaur Badal today launched Swachhta Pakhwada, a 15-day observance of cleanliness campaign by the ministry. The campaign will run from 16th to 31st October. On the occasion the Minister also launched a booklet titled “Waste to Wealth Technology” prepared by Indian Institute of Food Processing Technology, Thanjavur, Tamilnadu.



Inaugurating the booklet, the Minister said Ministry of Food Processing Industry holds cleanliness with utmost importance. She called on industry chambers present on the occasion to participate in the campaign and promote the idea of Swachhta becoming a way of life. Smt Badal requested industry leaders present at the event to apprise their units of the importance of Swachhta.

During the 15-day campaign nodal officers of the Ministry will visit Mega Food Parks, Abattoirs, Cold Chains and other assisted projects to review cleanliness measures at the sites. On 18th October officials of the Ministry will take out a cleanliness drive in and around the office premises. Industry bodies like ASSOCHAM, FICCI, DICCI, PHDCCI, AIFPA and CII will organise Swachhta Awareness Programme in selected Municipal schools across Delhi. Awareness events and training camps for street vendors on food safety will also be organized across various locations in the city.

Indian Institute of Food Processing Technology will hold an essay competition on Swachhta Mission at the institute, the winner of which will be awarded a cash prize of Rs 10,000. National Institute of Food Technology Entrepreneurship and Management will organise an intensive cleanliness drive in its campus and its adopted villages.

Dr. Rakesh Sarwal, Additional Secretary and other senior officers of the Ministry, Dr. Chindi Vasudevappa, Vice Chancellor, NIFTEM, Dr. C. Anandharamakrishnan, Director, IIFPT along with senior officials representing various Industry Chambers were present during the occasion.

Union Minister Smt Harsimrat Badal inaugurates Gujarat’s first Mega Food Park in Surat; says 2nd Park in Mehsana sanctioned

Surat MFP to provide direct and indirect employment to 5,000 persons and benefit about 25,000 farmers

Union Minister for Food Processing Industries Smt Harsimrat Kaur Badal today inaugurated the first Mega Food Park in Gujarat. Promoted by M/s Gujarat Agro Infrastructure Mega Food Park Pvt. Ltd the Park is located at Village Shah and Vasravi, Taluka Mangrol, District Surat. A 2nd Mega Food Park has been sanctioned by the Ministry in Mehsana District of Gujarat.

The Gujarat Agro Mega Food Park will benefit the people of Surat District and the people of nearby Districts of Navsari, Tapi, Narmada & Bharuch. This Mega Food Park has been set up in 70.15 acre of land at a cost of Rs. 117.87 crore. The facilities being created by the developer at Central Processing Centre (CPC) of this Mega Food Park include Multi Chamber Cold Store of 3,500 MT (1,500 MT Frozen & 2,000 MT MA), Warehouse of 5,000 MT, IQF of 2 TPH, Pulping Line, QC Laboratory and other related food processing facilities. The Park also has a common administrative building for office and other uses by the entrepreneurs and 4 PPCs at Bharuch, Padra (Vadodara), Valsad and Navsari having facilities for primary processing and storage near the farms.

Smt. Harsimrat Kaur Badal, inaugurated the Park today in the presence of Sadhvi Niranjan Jyoti, Minister of State for Food Processing Industries, Shri Vijay Rupani, Chief Minister of Gujarat, and Smt. Darshana Vikram Jardosh, Member of Parliament, Lok Sabha, Surat. Speaking on the occasion, Smt. Badal said that the Mega Food Park will leverage an additional investment of about Rs. 250 crores in 25-30 food processing units in the park and generate a turnover of about Rs. 450-500 crore annually. The Park will also provide direct and indirect employment to 5,000 persons and benefit about 25,000 farmers in the CPC and PPC catchment areas.


The Minister also said that the modern infrastructure for food processing created at Park will benefit the farmers, growers, processors and consumers of Gujarat and adjoining areas immensely and prove to be a big boost to the growth of the food processing sector in the State of Gujarat.

Smt. Badal also said that the present government is fully committed to providing an environment that is smooth, transparent and easy for investors wanting to start an enterprise in India and in a bid to make India a resilient food economy and the Food Factory of the World, the government has made Food Processing a major thrust area of ‘Make in India’. Smt. Harsimrat Kaur Badal thanked the Chief Minister and the State Government for the support extended by them in setting up the Mega Food Park.

Ministry of Food Processing Industries is focussed on boosting the food processing industry in India so that agriculture sector grows exponentially and becomes a major contributor to doubling the farmers’ income and to contribute to ‘Make In India’ initiative of the government.

Aimed at giving a major boost to the food processing sector by adding value and reducing food wastage at each stage of the supply chain with particular focus on perishables, Ministry of Food Processing Industries is implementing Mega Food Park Scheme in the country. Mega Food Parks create modern infrastructure facilities for food processing along the value chain from farm to market with strong forward and backward linkages through a cluster based approach. Common facilities and enabling infrastructure is created at Central Processing Centre and facilities for primary processing and storage is created near the farm in the form of Primary Processing Centers (PPCs) and Collection Centers (CCs). Under the Scheme, Government of India provides financial assistance upto Rs. 50.00 Crore per Mega Food Park project.

Ministry of Food Processing Industries issues guidelines for OPERATION GREENS

Ministry of Food Processing Industries(MoFPI) under Union Minister Smt Harsimrat Kaur Badal has approved the operationalisation strategy for Operation Greens today. Operation Greens was announced in the Budget speech of 2018-19 with an outlay of Rs 500 crores to stabilize the supply of Tomato, Onion and Potato(TOP) crops and to ensure availability of TOP crops throughout the country round the year without price volatility.

Approving the measures, the Minister said “Price volatility of TOP crops wreaks havoc in the households of this country. This is a revolutionary scheme which has evolved after sustained dialogue with all stakeholders and we have decided the strategy to stabilize prices of TOP crops and to make sure that TOP crops reach all households in the country around the year.” Smt Badal added “Our government has laid down special measures and grants-in-aid under the scheme to ensure enhanced production of TOP crops and to augment value chain”.

The strategy will comprise of a series of measures as decided by the Ministry which include:

(I) Short term Price Stabilisation Measures

NAFED will be the Nodal Agency to implement price stabilisation measures. MoFPI will provide 50% of the subsidy on the following two components:

  1. Transportation of Tomato Onion Potato(TOP) Crops from production to storage;
  2. Hiring of appropriate storage facilities for TOP Crops;
(II) Long Term Integrated value chain development projects

  1. Capacity Building of FPOs & their consortium
  2. Quality production
  3. Post-harvest processing facilities
  4. Agri-Logistics
  5. Marketing / Consumption Points
  6. Creation and Management of e-platform for demand and supply management of TOP Crops.
The pattern of assistance will comprise of grants-in-aid at the rate of 50% of the eligible project cost in all areas, subject to maximum Rs. 50 crores per project. However, in case where PIA is/are FPO(s), the grant-in-aid will be at the rate of 70% of the eligible project cost in all areas, subject to maximum Rs. 50 crores per project.

Eligible Organisation would include State Agriculture and other Marketing Federations, Farmer Producer Organizations (FPO), cooperatives, companies, Self-help groups, food processors, logistic operators, service providers, supply chain operators, retail and wholesale chains and central and state governments and their entities/organizations will be eligible to participate in the programme and to avail financial assistance.

The applicant fulfilling the eligibility criteria under the scheme is required to submit the online application on SAMPADA portal of the ministry (https://sampada.gov.in/) attaching therewith complete documents.

Background of Operation Greens

In the budget speech of 2018-19, a new Scheme “Operation Greens” was announced on the line of “Operation Flood”, with an outlay of Rs.500 crore to promote Farmer Producers Organizations, agri-logistics, processing facilities and professional management.

Major objectives of “Operation Greens” are as under:

  1. Enhancing value realisation of TOP farmers by targeted interventions to strengthen TOP production clusters and their FPOs, and linking/connecting them with the market.
  2. Price stabilisation for producers and consumers by proper production planning in the TOP clusters and introduction of dual use varieties.
  3. Reduction in post-harvest losses by creation of farm gate infrastructure, development of suitable agro-logistics, creation of appropriate storage capacity linking consumption centres.
  4. Increase in food processing capacities and value addition in TOP value chain with firm linkages with production clusters.
  5. Setting up of a market intelligence network to collect and collate real time data on demand and supply and price of TOP crops.

Union Minister Smt Harsimrat Badal inaugurates M/s Paithan Mega Food Park in Aurangabad District in Maharashtra

Union Minister for Food Processing Industries Smt Harsimrat Kaur Badal today inaugurated the second Mega Food Park in Maharashtra. Promoted by M/s Paithan Mega Food Park Pvt Ltd, the Park is located in in Wahegaon and Dhangaon village in Paithan Taluka of Aurangabad district. A 3rd Mega Food Park has been sanctioned by the Ministry in Maharashtra and is under implementation in Wardha District while the first Park was inaugurated on 1st of March 2018 in Satara district.

The Paithan Mega Food Park Park has been set up in 102 acre of land at a cost of Rs. 124.52 crore. The facilities created by the developer at Central Processing Centre (CPC) of this Mega Food Park include Dry Warehouse of 10,000 MT, Cold storage of 1,000 MT, Pre-cooling facility of 10 MT, Ripening chambers of 400 MT, IQF Facility of 1.5 MTPH, Freezer room of 1,000 MT, 5 MTPH Juice Line with 1.5 MTPH of Aseptic packaging Line,Steam sterilisation and generation unit of 4 MTPH, Food Testing lab, Reefer vans of 30 MT and Milk Tankers of 50 MT, Milk Processing facility of 1,00,000 LPD with Bulk Milk Chilling of 20,000 Liter and other food processing facilities.The Park also has a common Administrative building for office and other uses by the entrepreneurs and 3 PPCs at Paithan, Alephata and Kannad having facilities for primary processing and storage near the farms.This Mega Food Park will benefit the people of Aurangabad District as well as nearby Districts of Nasik, Dhule, Jalgaon, Buldhana, Jalna, Bid and Ahmednagar.
