Billions of dollars are flowing out of Chinese markets in a ‘seismic’ change in capital flows despite a flurry of actions to shore up confidence

Two reasons:
1, Chinese domestic companies are too competitive. Foreign companies can not make easy money in China. E.g, Samsung has to move most of its factories out of China because Chinese don't buy its products any more. Same scenario will happen to Japanese car companies soon. They are losing market share in China at fast speed.
2, US high interest policy.
