Rajiv Shah could be a RAW agent. Since he is the one who will now give money to Pakistan he can use his influence and elicit important information about Pakistan defense and army.Pakistan is in a catch 22 situation.

And to add to that, Obama has appointed a relatively Pakistan friendly individual as 'coordinator for non-military assistance to Pakistan'.

She is just a member of a team dealing with pakistan, just a member of a team of south asia. Obviously US will send a person in pakistan how is in the good books of pakistanis so that he/she can get done what US want. What do you think they should send a enemy insted of a friend, its no big deal.

Moreover, Rajiv Shah head is head of the deprtment of whole of US Aid, a top most post and one of the few key post in the American government, he is not a small member like raphel, US have thousands of such team members in all of the 200 countries of the world.

BTW Richard Holbrooke’s is the BOSS whose team raphel is going to join is friend of India, the men behind the Indo - US Nuclear Deal.

Ms. Raphael is hardly a "small member" as you put matters. She is the former US assistant secretary of state for South Asian affairs-hardly an insignificant pencil pusher.

Nor is she anything less now. Her expertise and contacts within the Pakistani government will be invaluable in assisting Holbrooke and the POTUS in implementing their vision for the Afghanistan-Pakistan strategy.
