The plan for congress revival under RG is :

1. Keep the focus on the lunatic fringe making outrageous statements. Here is a quote from a senior Congress leader

2. Not allow India to develop under the BJP, eg - opposition to the LAB, GST and everything else that is good for the economy. Another quote :
