hahahaha, Europe hasnt been second world for centuries and it never will be again, especially Germany with a population of 80m in a decent sized country who are some of the most intelligent and creative in the world...as for India, I dont need to say anything as we all know what it is like.

South America has nothing to do with NATO.
They buy their stuff from everybody.

The US also had treaties with many countries in South America to basically destroy any non-South American country that tries to attack them. Great Britain wasn't allowed to attack the Argentine mainland or shipping during the Falklands War or the US was obligated to sink her military. So being part of NATO doesn't count in South America.

But the truth is many of these countries can't afford brand new hardware in serious numbers. So the US gives them lots of stuff but they can't stop them from shopping around. They have no allegiance to NATO so if some Russian or Chinese delegation comes to South America peddling their stuff and its at a good price they'll buy it.
