No, if there was truly a last laugh to be had you would be saying 'Soviet Union". Using something other than that is a minor laugh compared to the big laugh that was had 30 years ago when Ukraine left the Soviet Union.

Yes, just a shell of its former self where once it had a GDP equal to the US now it is lucky to stay in the top 10. Russia itself saw its population rise 50% from 1950 to 1990 but decline with a brain drain from 1990 to 2020 after the fall.

I don't think they have the ability to laugh at anything...of course any little win is a win when you have lost so much.
