I think the act was not sponsored by Govt, for the simple reason that the IB shared the intelligence to Kolkata police. Though the process was slow, but nevertheless they did. The reason can be attributed to the lack of seriousness of the intelligence. Probably the IB thought it as if it was not going to happen.

But it needs to be investigated to unravel how it happened and most importantly why the case was hushed up.

May be it was not sponsored by GOI, but it is possible that Rao gvt slowed down the communication to WB gvt intentionally. "Saap bhi marega , lathi bhi tutega". They needed an excuse to declare President's rule perhapes. And again we are talking about handful of conspirators in gvt.

@ Nair ...here our position is of civilians and our question towards politicians of all colours- red-green-safron. If third front gvt or NDA could not solve the case atleast they declassify the informations, but they did not.
