KARACHI/ISLAMABAD – The Supreme Court has ordered the Sindh government to take immediate action against all armed groups in Karachi, including the Taliban, noting that the security situation has further deteriorated in the port city.
In an interim order issued Saturday, a Supreme Court five-member bench directed the provincial government to arrest the criminals released on parole and present them before it. Besides, the eight-page order asked the authorities to take the issue of Taliban presence in Karachi seriously.
The bench headed by Justice Anwer Zaheer Jamali and including Justices Sarmad Jalal Osmany, Khilji Arif Hussain, Gulzar Ahmed and Amir Hani Muslim issued the interim order while hearing a case for the implementation of the apex court’s earlier order in a suo moto case pertaining to the law and order situation in the metropolis.
The court directed the police and other law enforcement agencies to take action against all possible measures to meet any challenge faced by citizens of Karachi due to illegal immigration of foreigners and the Taliban, who are reportedly armed with sophisticated weapons. The order said that entries of the foreign nationals in the port city should be recorded correctly and illegal immigrants should be arrested.
About a report on target killings presented earlier by the government following the pronouncement of verdict in Karachi law and order case, the new order said that it seems from the report as if the situation had further deteriorated. The verdict said it was laid down in government report that 8,500 accused were nabbed but all were released due to lack of prosecution.
The interim order stated that “blind law” is in force in Karachi. The court decision said citizens of Karachi are being killed ruthlessly and mercilessly. It said anyone could kill a citizen at will anywhere in the city and children feel scared while going to schools. “We want every citizen carries on his business where he wills free from fear and scare.”
The court observed that to tackle the issue of increasing incidents of killings of innocent people, different law enforcing agencies particularly rangers shall coordinate with each other in such a manner that not only wanted criminals are nabbed and brought to justice, other criminals are also effectively checked.
The court ordered Rangers DG that rangers would have to work more diligently to establish peace. It should apprehend the criminals and hand over them to police forthwith. “Whosoever accused is arrested by them be handed over to police. Rangers should remain with police during investigation process,” the court said. “Police does not frame cases in correct manner, therefore, culprits get benefit.”
The order said the court was surprised at the government report on the accused released on parole. “If any terror acts takes place in the city, the government raises hue and cry, (and) labels the incident(s) as terrorism, but on the other hand, such accused were released on parole who were involved in heinous terror acts.” It said these instances clearly reflect the mala-fide conduct of the government in Sindh, particularly at Karachi, which if continued, will never bring peace.
Cases had been registered against these released persons under section 302 and 365 and courts had rejected their bail pleas, the court noted. The court ordered that non-bailable arrest warrants of 35 of these released accused be issued and Sindh IG should arrest them and present them before it. Moreover, it directed jail authorities to strictly adhere to rules, as a decision on releasing anyone on parole or otherwise is taken after the prisoner completes one third jail term.
The court in its interim order said no one amongst high-ups is serious in building up the police department as it has a lot of short comings, and no one amongst senior officers seem to have shown concerns in this regard. SC in the order has asserted that recruitment in police services is not transparent and transfer and posting of the police officers also lacks merits.
The court ordered that the process of appointment in police be made transparent. Noting that out of turn promotions are given in police on political basis, it said this practice deprives the deserving persons of promotions. Some incompetent police officers have also been appointed in police, the court said, adding that it seems from government steps that it is not serious in bringing improvement in the police department.
The order further said that service record of any police personal is not correct nor the details of character record of any police personal is attached with his service book. There is need to improve the condition of police training schools. Report on serving poisonous meal at Razzaq Abad training school has also come to open, it said. Police system should be revamped so that citizens of Karachi could get rid of target killing and extortionists, the order added.
Declaring traffic problem in Karachi grave, the court ordered Sindh IG, Rangers DG, Traffic DIG to initiate action against the vehicles plying without number plates, register non-registered vehicles and issue relevant documents and number plates forthwith to curb their use in crimes. The order said that the vehicles running on Dubai or other foreign number plates be impounded. The order said that monthly fitness report of public transport with details should be filed with the court.
The SC interim order also stated that secretary excise and taxation has assured that action will be taken against the vehicle without number plates and with number plates of AFR (applied for the registration), and also non duty paid vehicle having no registration number and number or having fancy plates. The bench order stated that the secretary has assured motor vehicles, motorcycles or other vehicles will be issued number plate and documentation immediately.
Speaking to media persons in Islamabad on Saturday, Federal Interior Minister Rehman Malik said that government will remove Supreme Court’s reservations on Karachi situation. The interim order of the court would be implemented, he said, adding that those matters which were not in the knowledge of the apex court should be highlighted.
To a question about Taliban, the minister said action against the Taliban was continuing. He said that some people were released on parole during the previous government. Action should be taken against them during that period, he added. To another question, he said after the detailed verdict in Asghar Khan case, action would be taken without discrimination. He said Nawaz Sharif has also expressed the confidence in the FIA. He said collective efforts were needed to resolve the issues of Balochistan, adding that he would give a detailed briefing to the Supreme Court on Balochistan issue.

Not sure about illegal migrants,as they are mostly Bangladeshis,Burmese and certain African nationalities,and 90% of them work hard to earn a living,and dont do any violence or thuggery.
I dont know about Afghans,there are large populations of Uzbek and other Persian speaking Afghans in Sohrab goth and Pushto speaking Afghans in other areas..They are the ones to be checked and deported if illegal.
 
Good work Supreme Court there will be no action against Taliban as usual but poor Bangali and Burmese Muslims will be thrown in jail or out of the country

the problem is not "illegal" immigrants the problem are the "legal" immigrants who think they own the land and can force their will by violence.

Why keep any illegals at all? Pakistan is home to a 189 million souls (and growing) and unemployment is a major concern. Why not deport everyone who is illegal and make way for people who have their everything invested in Pakistan? Kind of a heartless approach but its the need of the day. However, if someone had children while they were in Pakistan then they should be granted the Pakistani nationality provided they aren't indulging in anti Pakistan activities.

almost all Afgans have children while they were in Pakistan - anyway, spare Burmese (they still got problem in back home) and Bengalis who came in 70's and document them, rest all illegal or legal but involved in illegal activities must be deported not just from Karachi but from all over Pakistan

This cycle of violence was started by MQM. Since others find their political space shirking in front of a loaded gun, they also resort to violence. Someone brought the gun to Karachi but MQM brought the gun culture.

No other political party has been able to use gun so consistently as a political weapon. On top of that, its a great credit to MQM that they play victims to perfection!!!

MQM's violence would be illegal, but it is still a violence against a prior violence by the JSQM kind of people. You have no idea before both of us were born how many thousands of your fellow countrymen killed and deracinated from their home and livelihood by these nationalists. The MQM represented the jahil element of those that bore that initial violence, and you know how juhalaa react - just see previous month's news over our nation's juhalaa's violence against the doing of an american.
