What's new

Punjab sets high benchmarks of efficiency, transparency

lets face it, people are happy with PMLN, they did a good job in taking lot of loans and going on a spending spree in pujab while ignoring other provinces and national interests

punjab has learned it lesson from devastator PPPP , they are not and shouldn't vote for PTI or PPPP or any other national based party

Mate they spend money but receive a lot of kickbacks, they make a lot of profit from the highway projects, there is no transparency on how the money was spent, too many issues need to be resolved, water, health, sanitation, gas, electricity and social issues, corruption etc. I used to vote for PMLN but they are B team of PPP, only difference is they initiate projects such as Highways, few power plants but other than that there is no difference between PPP, as for PTI they should be a given a chance at national level despite all the pro's and cons.

.
No matter how bad PML N government is theoretically, when it comes to practicality they have full filled their promises, they have changed the economical landscape of Pakistan. When they came into power Pakistan was facing immense power shortages, Taliban's were ruling North Waziristan , economy was growing with 2-3% GDP , and there was sense of pessimism among the public.

This has all changed in last 5 years. Shahbaz sharief has lead from front. I think they have fair chance of coming into power again in 2018. Most people would agree if Nawaz Shrief and few other members are removed from party, it would become a great party.
first GDP in PPPP era grew on average of 4% except for devastating floods of 2008 when it showed nearly 0% growth
current govt might have pushed the growth from 4 to 6%, added some power through LNG as it is all time low but long term debt implications will be there..., and if gas prices go up, people will feel the heat again

Mate they spend money but receive a lot of kickbacks, they make a lot of profit from the highway projects, there is no transparency on how the money was spent, too many issues need to be resolved, water, health, sanitation, gas, electricity and social issues, corruption etc. I used to vote for PMLN but they are B team of PPP, only difference is they initiate projects such as Highways, few power plants but other than that there is no difference between PPP, as for PTI they should be a given a chance at national level despite all the pro's and cons.
well, people of punjab have decided than no more..only a Punjab based political party will be elected..this because of zardari era ignoring of punjab completely...
PTI was never a serious contender on national level, this was proved in 2013 elections

lmao again with usual BS, there was no loan taken to spend on punjab. If anything punjab share in NFC was greatly reduced, before at least it was fair based on population. Difference in other provinces corruption is rampant and bad governance relatively.

  1. Really how many LNG power plants were setup in other provinces
  2. share of NFC was largerly unchanged a decrease 2% is not largely different, though my point was not FC but you brought in up, so is population based is fair vs complicated 7th award..wow this is biggest BS i have heard!
  3. how many motor ways were built in any other province during this 5 years from federal money or grantee loans?
  4. how many federal grantee loans for metro projects on other provinces
  5. i havent even counted many other smaller projects
point is straight forward...we are seeing a new poltical dynamics, end of national poltics and more provincial poltics except in pockets of urban areas in KPK and may be karachi

with PMLN grabbing punjab, PPPP sindh, and PTI restricted to urban KPK before it dies out as it isnt playing a regional card, ANP is

1. LNG power plants? really. How electricity which is connected to national grid have anything to do with spending spree in punjab by taking loan. And LNG power plants are provincial projects not federal.

2. NFC share was reduced by 4%, which is huge actually. It will be further reduced in next NFC because census have wrongfully counted afghanis, bengalis etc in other provinces to increase their population share.

3. Only motorways being build are part of CPEC which connect to all parts of country not in punjab alone.

4. Metro projects are provincial project in punjab while in Karachi its federal.

National politics in KP and Karachi both hubs of MQM and ANP, very national indeed lmao All of PTI members are former ANP and won mostly in central KP because of terrorism. This is why PTI is turning in to pathan party instead of national party. They can't even win in rest of KP.

Transparency International praises Shahbaz reforms in development energy and social sector in Punjab

SHAHBAZ-696x398.jpg

Lahore, Feb 22 (TNS): The Transparency International has praised Punjab Chief Minister Shahbaz Sharif reforms in development, energy and social sector.

In a survey conduct by Transparency International, Shehbaz Sharif was voted by 49% of the respondents, followed by Nawaz Sharif, at 40% and Imran Khan at 26% and Asif Zardari at 1%. The figures about government’s role in eradication of corruption were also released, PMLN outperformed other parties in reducing corruption and ensuring transparency. Results covered a time span of 3 decades, and reviewed all the governments in between.

Corruption Perception Index (CPI) Score of Pakistan during PMLN led government during last five years, has continuously improved. In 2012, Pakistan’s CPI was 27/100, which has increased to 32/100 in 2017. Whereas CPI score of many developed and developing countries has drastically decreased. When PPP left, Pakistan’s rank from the bottom was 36 and now Pakistan’s number has reached 64 from bottom, government has gone a long way, similarly it improved in 1997 and 1998, at 5 and 15 respectively, which was 2 in 1996 during PPP led government and 13 in 1999 during Martial law.

The role of the Punjab Government in exploring public private partnerships such as outsourcing has also facilitated transparency. It is believed that the private sector is able to manage funds more productively, aggressive efforts to improve efficiency of the market structure beyond rigid government architecture is therefore commended and builds faith in the fact the government is trying to bridge the gaps identified. The existence of public sector companies to innovate service delivery is another factor that supports this. These section 42 companies mimic private sector companies, and report to a board of qualified technocrats, experts, academics and government officials so that there is an added layer of accountability to the departments, further transforming the modes of governance.

Similarly, increases in revenue and savings which are now more widely reported as well have helped society view the government as transparent or at least moving in that direction. This includes the role of improved public procurement, particularly through technological interventions, strong negotiations and centralized procurements where Government has reported savings of billions of rupees. An example in this regard is PKR 682 billion saved in 12 mega projects in Punjab in last 5 years.

This includes power plants, Orange Line Metro Train, Metro buses, Chiniot iron ore deposits and Punjab Safe Cities etc. Moreover, the increase in taxation revenue at a provincial level such as the increase collection of GST by the Punjab Revenue Authority has improved perceptions. Social sector reforms in Health, Education, Water, Sanitation and social protection has increased transparency particularly through the increased accountability mechanisms. In education, Ghost schools have almost entirely been eradicated in Punjab which is continuously monitored, teachers are hired purely on merit, healthcare funds are also being utilized effectively at a district level through the Health Councils and the drug control regime has an effective mechanism to remove and penalize counterfeit medicines.

Shehbaz tops honesty charts; leaving behind Imran Khan, govt reduced corruption and improved transparency: Transparency International

Punjab Govt plays pivotal role in development, energy and social sector reforms
In a survey released by Transparency International, Shehbaz Sharif was voted honest by 49% of the respondents, followed by Nawaz Sharif, at 40% and Imran Khan at 26% and Asif Zardari at 1%.
Confidence in the leadership and the promises made have allowed a favorable enabling environment for investment and public private partnerships. Despite political protests and demonstrations, specially at the start of the term, Pakistan has been able to do well on the Stock Exchange and in terms of market competitiveness internationally. At the federal level and in Punjab, international contractors have been involved in mega projects across public transport, health and power generation in addition to many others, worth billions of rupees, with very few reports on corruption within the contracts and immediate investigations into any potential allegations. This has in fact been commended by leaders of China and Turkey as well (Governing the Ungovernable, Dr. Ishrat Hussain) which goes to show that there is confidence in the ability of Punjab and Pakistan as a whole to commission and complete contracts without corruption.
The role of the Punjab Government in exploring public private partnerships such as outsourcing, has also facilitated transparency.

Members of society are also told that budget allocations have increased with underutilization massively reduced over the years for the social sectors. The Land Reforms in Punjab have been appreciated by international partners like the World Bank. These reforms and their reporting has allowed for greater transparency and improved perceptions of the work being undertaken. Ease and accessibility of information is another reason that transparency has improved. Multiple helplines for different interventions and departments exist, people are able to contact departments with queries regarding service provision; this dissemination of information has also affected the perception of governance in a positive light. The existence of citizen feedback models such as through the Punjab Information Technology Board have also allowed for closer coordination with citizens; not only do people feel important that their opinion is being taken into consideration but their feedback is actually taken by the departments to make corrective action. Technological advancements and open access websites reporting service delivery data, such as that for education, immunization, land records and others are some of the factors that have brought citizens closer in their opinion to what they think the government is doing.
Transparency International’s Corruption Perception Index (CPI) ranks countries by their perceived level of corruption. The index for Pakistan is based on data from 8 most credible sources:
1.World Banks’ Country Policy and Institutional Assessment
2.Varieties of Democracy (V-Dem) Project
3.World Economic Forum Executive Opinion Survey (EOS)
4.Global Insight Country Risk Ratings
5.Economist Intelligence Unit Country Risk Ratings

‘Punjab Speed’ recognised globally

LAHORE: Punjab’s Chief Minister Shahbaz Sharif is equally acknowledged by the political leaders at home and global leaders for all the projects undertaken by him.

Here are the different accounts when he was praised by global leaders all around the world.

On September 16, 2017, Turkey’s President Recep Tayyip Erdogan while welcoming Sharif in Istanbul commended his leadership skills. “Under your leadership, the journey of development and prosperity of Punjab is commendable and the efforts of Pakistan government for the provision of energy as well as the eradication of terrorism are worthwhile,” he expressed his sentiments.

“The projects initiated in collaboration with Turkey in the Punjab province are vivacious symbols of Pak-Turk friendship,” said Erdogan.

During a meeting on May 16, 2017, Minister of Communist Party of China (CPC) Wang Yajun, said that Punjab had attained major development goals in his tenure which was surprising as well as impressive.

One of the greatest achievements of the CM Punjab is the introduction of a computerised school system in the province. Every student in a government school in Punjab is now individually tracked through a computerised enrolment system. It’s one of the largest school information management systems in the world, with 11,457,895 enrolled students (11.4 Million). This month each school will start reporting daily attendance of these students on computer tablets.

Alif Ailaan report about positive Education reforms in Punjab

Punjab, Five Years of Education Reforms

Wins, losses and challenges for the future

Most analysis of education sector indicators demonstrates Punjab’s performance advantage over the other three provinces. Since 2003, the province has undertaken a variety of interventions, which have produced positive outcomes and, subsequently, introduced challenges that come along with a raised baseline. As the first province to engage in a comprehensive reform effort around human resource management, school infrastructure, and overall education sector governance, the marginal effort required now to enrol each additional out of school child in school and to improve learning outcomes of each under- performing student is both greater and of a qualitatively different nature. This sets the reform challenge in Punjab apart from those in the other provinces. To achieve more success, the quantum of effort required in the Punjab is higher. This is both an indicator of the success of the province thus far, and a prompt for the recognition of the need for renewed focus on the urgency and importance of reforms.

This report recognises the singular nature of the challenge confronting policymakers in Punjab, and attempts to take stock of both their successes and the challenges they continue to face. Both of these, in turn, help lay out a roadmap for the next ve years, with the hope that it can help meet the objective of providing quality school education to every child in the province.

https://www.pakistantoday.com.pk/20...ing-set-on-fire-to-erase-corruption-evidence/

LAHORE: Earlier this month, a fire broke out in Awami Markaz building in Islamabad’s red zone, in which record pertaining to CPEC and federal ombudsman was destroyed. 2 lives were lost in the incident as well. An inquiry commission, headed by Captain (retd) Ijaz Ahmad was formed to investigate the matter; however, it seems that little conclusive is going to come out of it.

In the last 2 decades, a tenfold increase has been seen in governmental buildings being set on fire in order to bury evidence of corruption. As a result, governmental documents worth millions have turned to ashes in these various incidents.

Various law enforcement agencies and organisations including NAB, FIA and Police have been unable to nab the culprits who have set these buildings on fire. The buildings that have been targeted in these incidents include LDA Plaza, civil court, Bait-ul-Mal, income tax, state office, revenue offices, Parliament House and high court. Several lives have also been lost in these incidents.

According to details, on November 9, 1993, a sudden fire erupted in the Parliament House, causing considerable damage to the building and some valuable documents of the Parliament, including evidence of corruption as perpetrated by important personalities. An inquiry committee was formed which settled the issue by saying that the fire was caused by a short circuit. Similarly, in July 2010, in China Chowk Shaheed-e-Millat Secretariat, a fire occurred on the 13th floor, and wasn’t put out until it destroyed the record placed in the basement. A great amount of precious documents were lost in this incident as well but it was termed a random occurrence and a silence was later observed on the issue.

Pinpointing wrongdoings: ‘Track of corruption destroyed by burning records’

https://tribune.com.pk/story/131080...s-track-corruption-destroyed-burning-records/

LAHORE:

The ruling party is involved in corruption of billions of rupees in megaprojects under way in Punjab and people involved in the scandals are smartly removing traces by burning records.
These allegations were levelled by Opposition Leader in Punjab Assembly Mehmoodur Rasheed on Sunday while speaking during an event organised to review the performance of the provincial government.

Mehmood pointed out the Auditor General of Pakistan had unearthed Rs2 billion illegal payments in its audit report regarding Lahore Metro Bus. He said people responsible for the embezzlement had burnt records in LDA Plaza fire in 2014 to save their skin.

750-1485712063.jpg

As per the National Accountability Bureau report, he said, over Rs750 million were embezzled in Danish Schools. Similarly, Rs70 million were wasted in laptop scheme, while Rs30 billion were embezzled in Sasti Roti Scheme and most of the record had been destroyed. “Nandipur Power Project is another example of ruling party’s corruption,” he maintained.

He said Punjab was on top in corruption and lawlessness. “There is no system of health, education and provision of clean drinking water as these basic necessities are not on the government’s priority list,” he said. “Public money is being spent on roads, bridges and luxuries of rulers.”

Lahore: Election 'record' burnt in mysterious fire

LAHORE:

A fire erupted at the LDA plaza situated on Lahore’s Edgerton road killed eight persons, injured and trapped several others inside the building, reported Express News on Thursday.
The fire erupted around noon started on the 7th and 8th floor of the building and rapidly engulfed three more floors.

A man reportedly fell from the seventh floor of the 13-story building while escaping the fire and died on the spot. Similarly, two others jumped out in hope of escaping but later succumbed to injuries at the hospital.

The rescued persons were shifted to Ganga Ram Hospital.

Rescue work was immediately underway at the site of the fire as five fire trucks were used to extinguish the fire. People continued to signal for rescue by waving from windows on the upper floors.

Due to wrongly parked cars outside the plaza, rescue teams faced difficulties in their operation. There was an apparent lack of required machinery for the operation according to Rescue 112 workers.

Helicopters were used in the rescue operation to evacuate people from the building.

Business tycoon, Malik Riaz announced Rs0.5m in compensation for families of the deceased victims.

No fire exit in building

The building was devoid of any fire exits. The LDA site states:

It strives to be an accountable and people-friendly principal planning and development vehicle of the Lahore Metropolis, aiming at providing and continuously improving metropolis-vide development works, facilities and services of acceptable standards to all without let or favour.

One of the basic functions of the organisation was to implement fire safety rules and laws on organisations who build high rise structures that they they plan buildings properly.

Records lost

Apart from the lives lost, some sensitive documents containing information regarding the alleged corruption of the organization have also reportedly been lost in the fire.

Among the documents reportedly stored in the building were records pertaining to the Metro Bus. Earlier, the NAB had reportedly asked the LDA to handover records regarding the mass transit project.

Reportedly, information regarding the corruption of LDA officials, worth Rs1.5 trillion, was also present in the building which is now destroyed.

However, DG LDA Dr Ejaz Munir said that “Financial records and other important records, or as alleged by some politicians, Metro bus’s records were not kept here. Only administrative records were kept at this office while records to which ‘people’ are alluding towards is kept at Johar Town office”.

A fire erupted in the records room of the district coordination office, leading to records of pre-1995 civil and session court decisions being burnt. A Rescue 1122 team reached the spot and managed to get the fire under control.

The fire began in the Urdu Muhafiz Branch.

According to the Multan district coordination officer (DCO), the revenue and metro bus project (MBP) records were safe.

According to a spokesperson of the metro bus project, the records of the project were safe as they are stored in the Multan Development Authority building. He said that a complete record of land acquisition was available at the land acquisition collector’s office.

The Multan DCO has ordered an inquiry into the incident.

LAHORE: A fire broke out in a government school in Lahore, destroying material belonging to the Election Commission of Pakistan, Express News reported.

The commission had been using the basement of the school for storage purposes for the past few years.
Rescue 1122 workers are busy extinguishing the fire.

The Government Central Model School is located on Rattigan Road. According to ECP officials, the material stored in the school was not of vital importance.

The school officials and students were evacuated soon after the fire broke out and sent home.

Destroying Nandipur Project records
https://www.pakistantoday.com.pk/2016/12/09/destroying-nandipur-project-records/

The Nawaz Sharif government is in the dock on various charges of corruption. The hottest case under judicial microscope is the Panama scandal involving money laundering through off shore companies. In the past too references against the Sharif brothers have been submitted by their political opponents. In 2012, the then government of Pakistan People’s Party and its Interior Minister Rehman Malik submitted a case of money laundering to the tune of US $ 32 million.

It is to the good luck of the Sharifs that to date none of the charges of corruption have been proved, owing to lack of evidence. Whether the Panama Scandal will result in the guilty verdict or not, time will tell. The case and the money trail is being diligently followed but there are a number of gray areas too, which may get the Sharif family the benefit of doubt. No Pakistani sitting government in the past has been convicted of financial wrong doings. Records mysteriously disappear, get destroyed or are tarnished, with no apportion of blame.

Take the case of the scandals in Nandipur Power Project, which is a 425 MW (with potential of 1,000 MW) combined cycle thermal power plant situated at Nandipur near Gujranwala in the Punjab province of Pakistan. It was constructed by the China Dongfang Electric Corporation and was completed in March 2015. The estimated cost of the project was Rs. 23 billion ($574 million) when it was announced, which according to the government of Mian Nawaz Sharif, escalated to Rs. 57.38 billion due to alleged delay and negligence of the previous Pakistan People’s Party (PPP)

GUJRANWALA: Security in-charge Captain (R) Mehtab Alam was removed from his post after unidentified intruders destroyed the record of oil purchases and multi-million rupees’ worth of payments in the security office of Nandipur power project in Gujranwala in mysterious circumstances on Thursday night.

The incident took place at midnight at the office of the Assistant Director (Security) Captain (R) Mehtab Alam in the admin building of the project, sources said. Mehtab Alam has been replaced by Captain (R) Aftab.

A four-member investigative team has reached Nandipur to look into the incident, sources said. The team is reportedly made up of senior officers who have been working on the Muzaffargarh power project.

A case has been registered against ‘unknown persons’ regarding the incident.

The incident, when it came into the officials' knowledge next morning, caused panic among the staff of the power project which was deemed as secured. Officials of intelligence agencies, Rangers, police and Elite Force are posted at the project to ensure foolproof security. It is considered impossible for a layman to trespass such high-level security. Even VIPs have restricted access to certain portions of the project.

Yet despite the stringent security measures, some unidentified persons reportedly entered the office of Assistant Director Security Captain (R) Mehtab Alam at around 3:30 am and tore apart papers from important files and destroyed the records, the sources said.

The project administration immediately informed the district administration and police authorities about the incident. Police have initiated an inquiry into the incident.

Officials of the forensic lab of the district police reached the project site with their equipment. The officials collected fingerprints and other samples from the crime scene. The officials, while avoiding to speculate on the incident, have said that the culprits would not escape from the grip of the law.

Corruption at its peak. Looks like PML-N destroyed the files before the records could be found for their corruption, just like Metro Bus Files and LDA Files were conveniently burned during a fire. What a Shame

Alif Ailaan releases report on education reforms by Punjab Govt

alif-ailaan-releases-report-on-education-reforms-by-punjab-govt-1520439727-6119.jpg

Alif Ailaan has released a five year report on the education reforms by Punjab Government.
In press statement Alif Ailaan announces that Government of Punjab has invested in the most complex and ambitious set of education reforms around human resource management, school infrastructure and overall educationsector governance that have produced positive outcomes over the past 5 years. However, significant challenges in actualizing reform ambitions continue to persist. This was highlighted in “2013-2018 Five years of education reform: Punjab Wins, losses and challenges for the future 2018-2023”.

The Punjab Education Sector Reform Programme (PESRP) and School Education Reforms Roadmap provided a holistic strategy for achieving systemic sectorial improvements over the last five years. These reforms put a special emphasis on higher enrolment and retention, improved learning outcomes and quality of education , and a better managed, monitored and administered education sector.

Some of the flagship efforts under the programme include developing improved monitoring systems, improving the provision and quality of teaching, restructuring of governance systems through District Education Authorities (DEA), a robust public-private partnership programme through Punjab EducationFoundation (PEF), and the development of interventions that strengthen incentives and accountability for service delivery performance.

The last five years witnessed a substantial level of political and financial investment backed by unprecedented technical innovation in tackling the education crisis in Punjab, but the gains of the reforms enacted are still fragile. Enrolment, retention, learning outcomes, public financial management, school infrastructure, discrepancies in the data regime and centralisation of all these efforts continue to pose substantial challenges to the provincial authorities.

Dr Mariam Chugtai spoke about the issues that stop children from gaining education. She was of the view that no matter how many schools were made, “If a child is earning for a family they won’t agree on sending their children as they are an earning hand. While the girls also stay back at home because they believe that they would get married in the end so why waste money on them.”

He said they have personally seen the speedy completion of the projects and transparency therein. He also lauded the Lahore Metro Bus and the under-completion Lahore Orange Line Metro Train, saying these projects will provide international standard of travelling.

“Such projects are glaring examples of the extraordinary leadership qualities of the CM Shehbaz Sharif,” he added.

Ren informed that their group is quite willing to invest money in the housing sector of the province for the development of low cost houses for the poor. He further said their group is also ready to promote cooperation with Punjab in the Urban Development projects.

Shehbaz Sharif said that new avenues of friendship and cooperation between China and Pakistan are opening up through multi billions projects like CPEC and others. “CPEC is an epoch making project going to put Pakistan-China friendship and their economic cooperation to new heights,” he added.

The chief minister lauded the personal interest expressed by the Chinese president and the prime minister in the progress and development of Pakistan. The CPEC, he said, has added to foreign investment in Pakistan while a number of countries have evinced interest in becoming part of this economic corridor.

The CM also highlighted the large scope in the housing sector of Punjab and the Chinese companies and groups which had already invested in various development sectors of the province. List of mega corruption scandals of N-Leak are as follows:
  • The National Accountability Bureau (NAB) on Thursday said it has started investigations against the Sharif brothers in a $32 million money laundering scandal.

  • The National Accountability Bureau (NAB) is preparing to take up cases against PML-N chief Nawaz Sharif and Punjab Chief Minister Shahbaz Sharif.
According to sources, the cases relate to default of Rs4.9 billion loans obtained from nine banks in 1994-95.
“Cases against Sharif brothers were to be approved in a recent NAB board meeting but were deferred on the directives of the Chairman, Admiral (retd) Fasih Bokhari,” an official of the bureau said on Monday.
The chairman is reported to have said that all pending cases about politicians would be taken up soon.
The NAB spokesman was not available for comment.
  • Recent agitation against the Punjab government on the intermediate result fiasco, underscores the growing wedge between the youth and a Pakistan Muslim League-Nawaz (PML-N) desperate to woe the younger generation. The protests could not have come at a worse time for the Sharif’s, who are trying to mobilize the public against the federal government. Following the cancellation of the intermediate exams at four Board of Intermediate and Secondary Education (BISE) centers in Punjab, students and the youth have raised fingers at the credentials of the Punjab Chief Minister (CM) to mount an anti-corruption campaign against the federal government. The failure of the online examination system across Punjab has sparked anger that now risks the 28 October rally by the Sharif brothers against the federal government, Pakistan Today learnt on Sunday.

  • Despite a public rhetoric, the Punjab government, too, has informally allowed MPs belonging to the PML-N and the Unification Block of the PML-Q to get their choice candidates appointed to government jobs.
Though officially this is denied both at political and bureaucratic levels, information retrieved from a computer of one of provincial departments reflects how almost 110 favorites of lawmakers have been short-listed for appointments in just one office.
These appointments are sought in the low scale jobs in BS-1 to BS-5. As per the government rules, these posts are required to be filled through a transparent procedure, but in the case of Agriculture Department, everything has been finalized even before the final interviews of the candidates. • The Pakistan Muslim League-Nawaz’s (PML-N) Punjab government is causing a loss of millions of rupees to the national exchequer, as all political billboards of the party are installed without paying a single penny to the Parks and Horticulture Authority (PHA) and most of them violate the PHA Outdoor Publicity Policy framed to regularize outdoor advertisement in 2008, Pakistan Today has learnt.
