Regarding Punjab : Really dont see what profit small provinces will get by dividing Punjab ?? Health, education and police etc are already provincial matters and they will get the same money as before for these from Federal govt.

Hyderabad, Nawabshah, Larkana, Sukkur in different provinces. Sindhis will never consider it
and again dividing Pashtun population into different provinces is going to be unacceptable to them

I believe the reason behind FATA's merger and Administrative division of South Punjab is the same. If at this time, they are re-drawn as separate provinces, the pandora box of new provinces would open up, paving the way for Hazara belt and Karachi to be divided on similar lines. Politically, if South Punjab is given the status of full province, it will be beneficial for Punjab and Punjab's seats in senate would effectively double.
