KARACHI: Provincial Minister for Finance, Excise and Taxation Mujtaba Shujaur Rehman presented a Rs1.2 trillion budget for Punjab on Friday for FY15, amid a prolonged and vociferous protest from the opposition benches, Express News reported.

According to budget documents, 36% of the total budget of the province has been allocated for the development of southern Punjab.


The main focus of the budget is on welfare schemes, power plants and education.

The minister announced that Rs273 billion have been allocated for education, while Rs121.8 billion have been allocated for health.

While stating that the ruling Pakistan Muslim League-Nawaz (PML-N) government has already inaugurated 19 power plants, Rehman said that eliminating load-shedding is the government’s priority.

Rehman announced that Rs2 billion will be spent on a biomass plant in Bahawalpur, while Rs17 billion have been budgeted for the Quaid-e-Azam Solar Park project.

An amount of Rs5 billion wasannounced for Prime Minister Nawaz Sharif’s laptop scheme. The provincial minister also announced a 16% increase from last year’s budget for the police.

In his budget speech, Rehman also stated that laws will be imposed for employment opportunities.

LAHORE: Punjab Finance Minister Mujtaba Shujaur Rehman Friday presented a Rs1.2 trillion budget for fiscal year 2014-15 amid a strong protest from opposition members.

The budget's current expenditures are estimated at Rs 699.95 billion. The Annual Development Programme (Development budget)

is Rs 345 billion with allocations for Social Sector Rs 96.3 billion; Communication and Infrastructure Rs 137.53 billion; Production Sector Rs 20.72 billion; Services Sector Rs 9.49 billion; Miscellaneous Rs 8.20 billion; Special Programmes Rs 18.1 billion and a sum of Rs 55 billion for other developmental priorities and special programmes.

Under the General Revenue Receipts, the Punjab government would receive Rs 804.19 billion from the divisible pool of the federal government, while the provincial tax and non-tax revenues have been estimated at Rs 228.87 billion in the next fiscal year.

The provincial government has set the tax collection target of Rs 164.7 billion for fiscal year 2014-15 which is 30 percent higher than the current financial year ending June 30, 2014. Presenting the budget, Rahman announced 36% of the total budget of the province has been allocated for the development of southern Punjab.

He said that Rs273 billion have been allocated for education, while Rs121.8 billion have been allocated for health.

He reiterated that eliminating load-shedding is the government’s priority.

Over Rs 47.44 billion will be spent on the provision of general hospital services while over Rs 5.95 billion for special hospital services including mental hospital matters.

While the remaining amount of the budgetary allocations would be used for administration, laboratory examinations and

Tribune has become a joke....I used to read only dawn but ever since clowns like cyril almeida headed by head clown Nadeem F Paracha started to take over, I switched over to tribune...But now tribune is also heading the same way....sentimentalization only news-pieces.
 
How much money is allocated for Lahore's budget? Is it 80% according to the Saints and Angels, I mean PTI trolls?

I think the true budget is 1.04 trillion rupees in rounding numbers and not 1.4 trillion rupees... Technically 1.034 trillion rupees and the journalists are misquoting 1.3, 1.4 and different numbers

Lets wait and see until the official file is uploaded on punjab government website.

Yes looks like actual budget is 1044bn. I just checked google news and guess what? Headline says Sindh present 6 trillion budget :rofl:

The Punjab government on Friday presented a development-oriented budget with a total outlay of Rs 1044.9 billion for fiscal year 2014-15, allocating Rs 345 billion for Annual Development Programme (ADP). In the proposed budget, General Revenue Receipts are Rs 1033.7 billion while income accruing from Tax and Non-Tax Provincial Revenues is Rs 228.87 billion.

The Punjab Finance Minister, Mujtaba Shujaur-Rehman, said the Punjab government would receive Rs 804.19 Billion from NFC sources in the new fiscal year. He said Punjab Current Revenue Expenditures would be Rs 699, 951 million in FY 2014-15. Presenting the budget before the house, he averred that provincial government was endeavouring to produce hydel, thermal, wind, solar and bio-gas energy in future. He stated that provincial government has allocated Rs 31 billion for energy sector in the budget.

Referring to special emphasis being given to the southern Punjab region by the provincial government, the minister averred that Rs 119 billion would be allocated to the projects already initiated there. He said 36 percent of the proposed development budget of Punjab would be used in southern Punjab.

Speaking about provincial government's efforts to improve law and order in the province, Rehman said that with an increase of 16 percent, the budget of police would be Rs 81.68 billion in the next fiscal year. He said a force of 1500 equipped with latest weapons had been established in the province.

Talking about Rescue 1122 operations in Punjab, the minister said they would be extended to 36 additional tehsils during the period of the next budget. The Punjab finance minister stated the provincial government of Shahbaz Sharif was giving special emphasis on education sector and it had enhanced its share to Rs 92.65 billion (42 percent increase) in fiscal year 2014-15. Overall, Rs 273 billion has been allocated to education in the budget 2014-15, he said.

He said that health budget would witness an increase of 37 percent to Rs 86.88 billion in the next fiscal year. He stated that provincial government had planned to construct liver, kidney and cancer hospitals in the province. The Minister said while Rs one billion allocated to mobile health units, Rs 8.57 billion had allocated to medicines in the next budget.

The Finance Minister stated that Rs 4 billion had also been kept for Health Insurance Card scheme in the next budget. Speaking about betterment of farmers and development in agriculture in the proposed budget, the minister said provincial government had made an allocation of Rs 14.97 billion under that head. Mujtaba stated that Rs 50.80 billion had been kept for development of the sector. He averred that a Rs 5 billion subsidy would be given on fertilizer.

On improvement of information and construction sector, the finance minister said that Rs 39.56 billion had been allocated to this sector. About metro bus project, he stated that this project would now be extended to Faisalabad. He said that Metro Train Project that was likely to start in Lahore would be completed in 27 months. He said that the provincial government in the next fiscal year would start project of construction of 20,000 houses for labourers. He added that in 2014-15 four new Ashiana housing schemes would be established.

The Finance Minister said that an amount of Rs two billion was kept for interest-free loans under Self Employment Scheme. He said Rs 500 million was being allocated to the uplift of minorities. Following in the footsteps of federal government, the Punjab government is raising salaries and pensions by 10 percent, the finance minister averred. Chief Minister Muhammad Shahbaz Sharif was present in the house on the occasion. Opposition benches protested in the house during the budget speech by the finance minister. The assembly was later adjourned by the chair.

Last year's Punjab's education budget was 182 billion. Budget 2013-14: Despite higher allocations, education still not a priority – The Express Tribune

This year's allocation for Education is 50% more. This is a very serious increase. Seems as though PML-N is setting its sights on 4% of GDP for education.

I can only be sure of their commitment once I see actual spending. But going merely by figures, this is serious stuff.

PML-N is like a "Dreadnought", targeting opposition agenda with over-whelming force.

Had it not been for PTI, they would have done very little. If PPP were the opposition, education would still be in the pits.

Thank you PTI and IK. You have may never come to power, but you have forced PML-N to adopt your agenda. Thank you again.

BTW PTI needs to rethink their strategy. Shahbaz Sharif is doing anything and everything to raise more revenue in Punjab by using various devices. Is someone paying attention from KPK?
