No, only 15-18 Chinese cities has metro, and nearly 20-30 cities under construction.

Currently there are 15 rapid transit systems in mainland China. A further 18 systems are under construction and 20 more metros are planned.

So 53 in near future. There're cities like Urumuqi, Xinjiang that already start to dig without the approval yet.
