TTP was the alliance of 13 militant groups initially coalesced under the leadership of Baitullah Mehsud from South Waziristan. Although all the terrorist groups operated in some capacity since 2002, however it was only on December 14, 20017 it was formally announced. More than a week later on 23rd December 2007, a vehicle laden with explosives rammed into army convoy that left 4 Soldiers martyred and 6 injured on Shahdara Road, Mingora. TTP since it’s formation through various demarches put forward 5 basic demands. These demands were:
1. Enforce Shari`a, unite against NATO forces in Afghanistan and perform “defensive jihad against the Pakistan army.
2. React strongly if military operations are not stopped in Swat District and North Waziristan Agency.
3. Demand the abolishment of all military checkpoints in the FATA area.
4. Demand the release of Lal Masjid (Red Mosque) Imam Abdul Aziz.
5. Refuse future peace deals with the government of Pakistan.

Following the announcement of the demands, group gave 10 days deadline to the State Machinery to comply with them or a full fledged offensive will be launched against Military & the State of Pakistan. Pakistan’s resolve was tested in its efforts to fight terrorism. Following years saw a rise in terrorist attacks in the country. In March 2012, a suicide bomber struck at a mosque in Khyber Agency, and killed over a dozen people while injuring approximately 10 others. In May, an attack in the Bajaur tribal region killed 24 people when a suicide bomber detonated his explosives at a police checkpoint near a crowded market. In August, TTP stormed a Pakistani Air Force base in Kamra; five Pakistani soldiers were killed in the ensuing firefight. Also in August, TTP militants pulled 22 Shia Muslims off busses in the remote Pakistani district of Manshera before shooting them dead.
When PML (N) Govt came to power in 2013, Peace negotiations were given a chance once again. Taliban shura finalized a 15-point draft for negotiations with the Govt. Few of the points included:
• Stop drone attacks – something Pakistan Govt itself protested against with US Administration
• Free Pakistani and foreign Taliban captured in jails
• Restoration and remuneration for damage to property during drone attacks
• Hand over control of tribal areas to local forces
• Withdrawal of army from tribal areas and close down check posts
• All criminal allegations held against the Taliban to be dropped

Fallout on peace negotiations happened when TTP attacked Army Public School, Peshawar on December 16,2014. Attack was one of the deadliest attacks in Pakistan’s history, that left 147 martyed out of which 132 were children. Following a concensus, Pakistani state launched an Offensive in Tribal areas hitting the militant hideouts. Since Operation, internal splits and Military’s counterterrorism operations have weakened the TTP. The death of Maulana Fazlullah, the group’s longest standing leader, in 2018 provided a threat to the group’s future as it struggles to remain united.

State in its first approached the leadership of PTM and assured them that their concerns will be addressed. Military followed in on this and number of check posts were reduced in the Tribal areas. Process of de-mining the tribal districts started and in due process Military itself lost more than hundred EODs (Explosive Technicians).

In its show of strength, PTM held one of the largest rallies on 14th April 2019 in Miran Shah market, which was once CenterPoint for the TTP groups. Ali Wazir & Mohsin Dawar, two sitting Members of National Assembly stood at the podium and accused the military of extra judicial killings of Pashtuns. In their raised voices & aggressive tones, both MNAs incited the public to attack the Military & ‘kick them out’ of the tribal areas. Ali Wazir, in a video clip circulating on social media, is seen on record himself saying he will attack Pakistan Military forces, he will have his revenge. Body language of Ali Wazir, Manzoor Pashteen & Mohsin Dawar clearly showed this threat is not to be taken nonchalantly.
The month of March, April & May saw a surge in attacks on security forces in North Waziristan. TTP & It’s splinter groups carried out IED attacks on the Military convoys that left soliders killed & many injured
On May 25, 2019 Ali Wazir and Mohsin Dawar led a group of incited supporters and their armed guards attacked the Military checkpost Khar Qamar in Boya, North Waziristan. Objective of the group was to exert pressure of Security forces for release of suspected terrorist facilitator who was arrested a day before from the area. The attack on check post left 5 soldiers injured & 13 people dead. Ali Wazir was arrested by the security forces at the scene while Mohsin Dawar fled the area. Mohsin Dawar from an undisclosed location gave interview to VOA and demanded that Pakistan Military must withdraw its troops and leave Waziristan immediately. This demand was the same as the one demanded by Tehrik e Taliban Pakistan few years ago.
On 1st June 2019, A military convoy during routine patrol came under attack in Boya, NWA. Struck by suppressive fire from Terrorist group and an IED attack left Sep Amil shah, a 26yrs old, embraced shahdat. Only in the month of May, 5 soldiers got martyred and 31 got injured due to surge in terrorist attacks in the area.

Earlier in the day on 3rd June 2019, a pro PTM social media handle asked series of questions from his followers. All of the tweets were shared by PTM leader Manzoor Pashteen on his social media profile. One of the question asked was
Where are the Taliban terrorists coming from when the entire area is held captive by Pakistan Military, despite border being sealed, 950 forts built and numerous check posts set up by the Army, how are terrorists still coming in.
It was not for long when TTP social media cell “Umar Media” on the eve of 3rd June, issued a detailed statement on its Telegram channel, although the statement was not in direct response or directly addressing the above query but independent followers can see things through. TTP in it’s statement addressed the Pashtuns directly and endorsed the narrative of PTM. TTP’s statement read “violence against Pashtuns which is seen today has never been witnessed before in entire history”. TTP once again accused the military of enforced disappearances, suppressing the Pashtun voices. The Terrorist group invited the Pashtun community to rise and unite against this suppression by State machinery. TTP vowed that they will no longer tolerate this and promised to knock Security Forces out of Tribal areas, asks locals to join them in this struggle.
The security implications of above statement from both sectors – PTM & TTP are very serious and are not to be taken casually. Statements from PTM leadership at the rallies is doing the same what the statement of TTP did a decade ago. Vulnerable youth may see the bright light at the end of this tunnel and be easily manipulated into picking arms against the State & it’s Security Forces. Efforts made by the State of Pakistan to restore peace in Waziristan can be undone and PTM will be the revival of TTP if they are not put on leash.
