One way to account for the undocumented economy is to implement indirect taxes on goods and services, those of which can be refunded later by the regular tax payers on filing.

Thats actually a very good idea......but the negative side of it is that poor people will suffer.

Thats actually a very good idea......but the negative side of it is that poor people will suffer.

Poor people should be educated to file for taxes, even though they are exempted from paying anything, but the incentives of getting money from government will be a motivation for them.

And buy implementing this policy, the shopkeepers/service provider will have to issue a receipt of purchase all the time, hence more accountability for every business.

the other way would be to apply heavy taxes on none filers when they purchase none essential goods which majority of the poor people will not be spending their money on, like cars & properties. Also need to get rid of the large bank notes PKR 5000 & PKR 1000. This will increase demand/use of e-trading as no one wants to carry large amount of banknotes and with increase of e-trading, it will make it difficult to hide wealth/transactions.

I agree, I go to Pakistan every year - the numbers online are in direct contrast with ground reality. Pakistan is growing at an immense rate; each time I visit - I see new bold infrastructure projects; massive shopping centers, plazas, hospitals, schools and etc... The sounds of clashing hammers of construction never cease to stop.

Not too long ago; I noticed there were more donkey carts than there were cars (which were mostly crappy Mehrans and Dabas). Now, most middle-class people own cars alongside motorcycles. Businessmen who have amassed great wealth are undertaking daring and innovative projects. The land that my grandparents bought for several lakh rupees (it was so worthless back then that he gave half of it away) to store few cattle is now worth millions of DOLLARS (sardar bazaar).

The constant media reports of Pakistan being in a supposed economic crisis is never really felt on ground.

If you want to see the real growth of a country, look at the growth of the FMCG sectors. In our region, most transaction happens are in form of cash, very hard to be accounted for.
