I dont disagree.. Its a pretty weird actually. Most Indians, when they talk about Pakistan, end up admitting hating Pakistan, but liking Pakistani people.. Kind of strange.. but in India Pakistani establishment (elite and Army) are seen as a separate entity from Pakistani people.. The 1st is hated ("Pakistan ko nuksaan pohnchao, hook or by crook".), the second is not..

Zia ul haq another left arm pacer of Under-19 this guy can bowl up to 135kph with 2 step run up like Wasim akram
Sadaf Hussain is Rawalpindi pacer taken 180 wickets in first class at Ave of 18 (Amazing)

PCB might have been in too much of a hurry but may be the owners would not have submitted the bids or they want some time before they can take a decision ...also it may have something to do with the schedule of IPL as i t may have restricting some players ...PCB should have thought to have a bit delay so to make sure the availability of some more players...also recently heard some more people are interested in buying franchises one of whom is Amir Khan (boxer) ....so might be the reason

You seriously do not believe what you wrote do you ?
There will always be players about to become available or more people intrested to buy the franchises.

Also Did PCB not confirm anything before announcing the date of the first match between two SOLD franchises comprising of AVAILABLE overseas players.
