Ahmediyyas does not acknowledge that and thus are not considered Muslims.

No my dear they are NOT even a sect of Islam. If they were we would have considered them Muslims.
Shias are Muslims because they believe in finality of Prophethood of Muhammad (PBUH). In fact all sects of Islam believe in finality of prophethood while qadyanis do not. They are a different faith not part of Islam.

Actually qadyani cult was created in Indian area of qadyan that is why we call them qadyanis so yes you are right India will do anything to support all anti-Islam cults no doubt.

I would suggest India should declare qadyan the birthplace of Ahmedi cult to be sacred place for ahmedis and all of them should be granted annual pilgrim to qadyan India. It will not only bring you revenue but also praise from qadyanis the world over

The condition set for being a muslim is

لآ اِلَهَ اِلّا اللّهُ مُحَمَّدٌ رَسُوُل اللّهِ
There is no God but Allah, Muhammad is the Messenger of Allah.

This is a declaration of faith by any Muslim of any sect including shias and sunnis of all branches.
