Maybe world leaders call each other from time to time? I don't know. But it shows the mettel of the man that he won't be knocked off his schedule. These kinds of things are diplomatic power plays.

As far as i know that it is a protocol in diplomacy 2 have time scheduled 4 each n everything then how could he turn down? If it was an abrupt/sudden call then even courtesy should have been shown 2 the caller n if it wasn't then how could he turn down that?

But if it was scheduled b4 he would..
In this case, i was just asking whether it was scheduled or not. Even if it wasn't scheduled then courtesy is shown..u can earn public symphaties but u can't tread smoothly in diplomatic arena by these type of reaction..

The usual method of calling between world leaders is for a secretary to call and make an appointment to call. That is all that happened here. the news flash is idiotic dramatization of the same.
