China has basically completed the task of reducing the armed forces by 300,000 troops, Chinese Premier Li Keqiang said on Monday.

Li made the remarks when delivering his annual government work report to lawmakers during the opening meeting of the first session of the 13th National People's Congress (NPC), China's national legislature, held in Beijing from March 5 to 20.

Over the past five years, under the leadership of the Central Committee of the Chinese Communist Party (CPC) and the Central Military Commission, China has embarked on a new stage in strengthening and energizing the armed forces, Li said.

"We have undertaken major missions involving the protection of maritime rights, countering terrorism and maintaining stability, disaster rescue and relief, international peacekeeping, escort services in the Gulf of Aden, and humanitarian rescue."

Military equipment has been significantly modernized, and China has deepened military-civilian integration, Premier Li noted.

Most absorbed in PLAN marine or special forces.
The ground force got reduced by more than 300,000 some say with the goal of going under a million. The overall military reduction was by 300,000 troops from 2.3 million to 2 million. Marines increase from 20k to 100k, increase navy, special forces and maintain air-force personnel numbers.

i think Chinese military planners and strategists advice the government to go for a lethal and quality army rather than quantity

Of course. That's been the way since the end of the First Gulf War ... where PLA strategists saw the numerically superior Iraqi Army get demolished. The PLA has heavily favored quality over quantity for almost 30 years now ... however, there were large amounts of obsolete equipment in the PLA due to its sheer size (e.g. 59 series tanks).

The navy personnel increased while the air force remained constant ... the army comprises of less than 50% of total force composition as of late 2017 (down from 70% pre-reform)

"After remarkable downsizing of the ground forces, the army now accounts for less than 50 percent of the armed forces."

Lesser Army personnel is good news- less pension and payroll to provide for

More importantly, there is greater allocation of funding for the air force, navy, rocket, and strategic support force. The only present land threats China faces is India (although very few soldiers can fight on the Himalayan passes) and to a lesser extent Vietnam (which doesn't require a massive land force to defeat). All the major threats come from the air and sea, meaning that the PLA shedding its army dominance is a huge benefit for China. Whereas prior to 2015, there were major technological advances in terms of military equipment, the outdated "army-dominance" doctrine still persisted, making it difficult for the PLA to truly project power and fully utilize their new equipment. Now, this army obstacle has finally been overcome ... it is truly a "new dawn" for the PLA ...

we should have another security force that should be internal security force and that should replace police and it should be put under the army with its own high command and it should be teh branch of army just like airforce and navy

Army never ever used in civilian issues and that in only happened here in Pakistan unfortunately. Other nations keep out army from this to make them free from pressure. since the beginning it is like that and that help army to become more trained and pro
